我们，来自中国各地的英语教育工作者，于2019年7月26至28日聚首杭州，围绕主题“中国英语教育：立足时代 融通中外”展开交流，继续携手推动新时代中国英语教育系统性、整体性和协同性发展。        
We, Chinese English educators, gathered in Hangzhou from July 26 to 28, 2019, to engage in extensive exchanges under the theme "English Education in China: A New Era, A Shared Vision" with our enduring commitment to the systematic, holistic and synergistic development of English education in China in the new era.

中国特色社会主义进入新时代，推动实现中华民族伟大复兴的中国梦的目标对中国英语教育提出了新的要求；构建人类命运共同体和“一带一路”倡议为中国英语教育提供了新的机遇。        
With socialism with Chinese characteristics having entered a new era, the Chinese people are striving to realize the dream of national rejuvenation，a grand mission which  has increased the demand for English education in China. At the same time, the concerted efforts of the world to build a community of a shared future for humankind and to implement the Belt and Road Initiative have created new opportunities.

今年2月，党中央、国务院印发了《中国教育现代化2035》和《加快推进教育现代化实施方案（2018－2022年）》。其中，《中国教育现代化2035》提出了推进教育现代化的八大基本理念：更加注重以德为先，更加注重全面发展，更加注重面向人人，更加注重终身学习，更加注重因材施教，更加注重知行合一，更加注重融合发展，更加注重共建共享。这两份纲领性文件是贯彻落实党的十九大精神和全国教育大会精神、加快教育现代化的重要举措，为新时代开启教育现代化建设新征程指明了方向。英语教育界应抓住机遇，以更高远的历史站位、更宽广的国际视野，朝着更高质量、更有效率、更加公平、更可持续的方向加快推进英语教育现代化。      
In February 2019, the CPC Central Committee and the State Council of the People's Republic of China issued two policy documents: China's Education Modernization 2035 and Implementation Plan for Accelerating Education Modernization (2018-2022). The former, a blueprint for the education sector in the new era, put forward eight principles for advancing education modernization, namely, moral education as a top priority; all-round personal growth; education for all; life-long learning; education in accordance with learners'aptitude; integration of knowledge and practice; integrated development; shared pains and gains. Both policy documents embody the spirit of the 19th National Congress of the Communist Party of China and the National Education Conference, suggest measures to accelerate education modernization in China and open up a new vision of education in the new era. All these not only offer new opportunities to us English educators, but also challenge us to consider English education from a historical and international perspective and understand that English education needs to develop especially with regard to improved quality, efficiency, equity and sustainability.

习近平主席在今年5月举行的亚洲文明对话大会上强调，应对共同挑战、迈向美好未来，既需要经济科技力量，也需要文化文明力量。文明因多样而交流，因交流而互鉴，因互鉴而发展。我们要加强世界上不同国家、不同民族、不同文化的交流互鉴，夯实共建人类命运共同体的人文基础。语言是文化文明交流的重要载体，英语教育界应为开展不同文明交流与对话，深化人文交流互鉴，促进中外平等沟通与合作，推动构建人类命运共同体而努力，为中华民族的伟大复兴做出贡献。        
At the Conference on Dialogue of Asian Civilizations earlier in May, President Xi Jinping emphasized the role of culture and civilization, parallel to the role of the economy,  science and technology, in meeting our common challenges and creating a better future for all. Diversity spurs interaction among civilizations, which in turn promotes mutual learning and further development. We need to promote exchanges and mutual learning among countries, nations and cultures around the world, and strengthen popular support for jointly building a community with a shared future for humankind. It is common knowledge that language is the most widely used vehicle of communication among civilizations. Thus, the English education community is obliged to facilitate such exchanges and dialogues, as well as mutual learning, global communication and cooperation between China and the rest of the world. In short, we must play a role in the great endeavor to build a community of with a shared future for humankind and make Chinese national rejuvenation a reality.

Our actions

2018年7月20日至22日，以“新时代背景下的中国英语教育”为主题的“2018 TESOL中国大会”在上海举办。来自中国以及世界各地的近2000名英语教育专家、一线英语教师以及英语教育机构负责人出席大会，共商中国英语教育发展大计。
The 2018 TESOL China Assembly convened in Shanghai from July 20 to 22, 2018 under the theme "English Education in China: Striding into a New Era." About 2,000 English educators from China and around the world, including English teachers and heads of English education institutions, attended the Assembly to promote English education in China. 

经大会学术委员会审核通过的《上海宣言》在大会上发布并受到业界广泛关注。《上海宣言》明确了新时代发展中国英语教育事业的重大意义、指导思想、基本原则和总体目标，强调要在英语教育中落实立德树人的根本任务，提出培养人类命运共同体意识和跨文化沟通能力、打造“一条龙外语教育模式”等教育理念，并号召全体英语教育工作者为发展新时代中国英语教育事业而努力奋斗。      
The Shanghai Declaration, approved by the Academic Committee of the Assembly, was issued at the end of the assembly and has attracted widespread attention. The Shanghai Declaration describes the background, mission, principles and goals of English education in China in the new era. It further stresses the crucial role of English educators in moral education, the need to cultivate a sense of community and cross-cultural communication skills, and the importance of facilitating the long-cherished "Streamlined Model for Foreign Language Education". Meanwhile, the Declaration equally calls on all English educators to work hard in providing better-quality English education in China in the new era. 

一年来，中国英语教育界正视新时代英语教育面临的机遇与挑战，积极响应党和国家号召，立足立德树人这一根本使命，促进英语教育理念与教学方式的改革创新，努力推动中国英语教育健康均衡发展。        
Over the past year, the English education community in China has endeavored to answer the call of the Party and State by seizing new opportunities and coping with new challenges. Focusing on our mandate in moral education, we have tried to update our education concepts and teaching methods to ensure healthy and equitable English education in China.
 
一年来，中国基础英语教育教学取得了诸多新成果。《高中英语课程标准（2017年版）》颁布后，高中英语教材修订工作随之全面展开。目前，多套对标新课标的高中英语教材通过了教育部的严格审查，大规模的新课标、新教材、新教法培训工作面向全国一线教师展开并在广大教师中引起积极反响，必将进一步有效推动我国英语教育教学的深入发展。今年年初，《义务教育英语课程标准》的修订工作正式启动，广泛而深入的调研正在有条不紊的进行之中。      
So far, we Chinese English educators have achieved a series of exciting results in basic English education.  High school English textbooks have been revised according to the newly adopted English Curriculum Standards for General Senior High Schools (2017 edition). Currently, a number of high school English textbooks that meet the standards of the new curriculum have been reviewed and approved by the Ministry of Education. A lot of training workshops have been organized for English teachers in China on the new curriculum standards, new textbooks, and new teaching methods. It is believed that the application of the new standards will boost the development of English education in China. Early this year, the revision of the Compulsory English Curriculum Standards officially started, and extensive and in-depth research is going on in full swing to support the revision.  

一年来，中国高等英语教育教学实现了新发展。在“双一流”建设背景下，中国高校外语学科发展联盟搭建共建共享平台，实现优质教育资源互联互通，协同各高校共同探索一流外语学科建设的目标、任务和路径。在《外国语言文学类教学质量国家标准》和《大学英语教学指南》（讨论稿）指导下的英语专业教育和大学英语教育更加注重内涵式发展，深化人才培养模式改革，推进课程改革与社会经济发展的模式接轨，努力打造具有高阶性、创新性和挑战度的英语“金课”，培养更多更高质量的英语人才。      
Over the past year, English education in China's institutions of higher learning has also made new progress. Under the "Double First-Class" project, the Chinese University Alliance of Foreign Language and Literature Discipline (CUAFLL) built up a high-quality education resources sharing platform which also serves as a cooperation platform intended to explore the goals, tasks and paths for upgrading foreign language education in institutions of higher learning. Under the guidance of the National Standards of Teaching Quality for Undergraduate Foreign Language Majors and the Guidelines on College English Teaching (discussion paper), English education, including instruction to English and non-English majors, is trying to renew itself in terms of content and model, especially aligning the curriculum reform with the prevailing model of social and economic development. We are striving to offer high-level, innovative and challenging "premium courses" to cultivate more and better-quality talents with English proficiency.

今年是中华人民共和国成立70周年，是中国全面建成小康社会、实现第一个百年奋斗目标的关键之年，是深入贯彻落实全国教育大会精神开局之年,是教育系统深入实施“奋进之笔”，攻坚克难、狠抓落实的重要一年。      
This year marks the 70th anniversary of the founding of the People's Republic of China. It is also a critical year in China's endeavor to build a well-off society in an all-round way, the first centennial goal of China. This year, the education sector will take substantive action in the spirit of the National Education Conference to make meaningful breakthroughs.

我们再次相聚，旨在促进中外英语教育界的深度交流，向国内外同行充分展示我国英语教育改革发展的卓越成就，探索中国英语教育在新时代的奋进之路。      
This time, we are gathering to promote and deepen exchanges between Chinese and international English educators, demonstrate China's achievements in English education, and explore how to advance English education in China in the new era.

我们忆及《上海宣言》提出的新时代发展中国英语教育事业的重大意义、指导思想、基本原则和总体目标，并再次确认对发展新时代中国英语教育所作出的承诺。我们重申，打造具有高尚师德、专业素质和创新能力的英语教师队伍是我们的共同责任；通过英语教育实现道德教育目标、语言能力目标、文化意识目标、思维品质目标与学习能力目标，促进人的全面发展是我们的共同目标；建立符合中国国情、具有中国特色和世界水平的   英语教育体系是我们的共同愿望。      
Recalling the profound impact, guiding philosophy, basic principles and general goals of English education in China in the new era put forward in the Shanghai Declaration, we reaffirm our commitment to English education in China in the new era. We confirm that it is our common responsibility to build a powerful team of English teachers with outstanding ethical standards, professionalism and innovative ability, it is our common goal to promote overall personal growth via improving morality, language skills, cultural awareness, critical thinking and learning ability through English education , and it is our common aspiration to establish an English education system that fits in well with China's realities, that reflects Chinese characteristics, and that reaches the world standard.
 
展望未来，我们决心共同致力于以下行动。
Looking forward, we are determined to take concerted actions as follows:

1.贯彻习近平新时代中国特色社会主义思想，全面落实立德树人根本任务。在英语教育教学全过程中融入社会主义核心价值观，充分整合其他学科以及中华优秀传统文化的资源，培育学生的中国情怀，树立坚定理想信念，坚定文化自信，提升人文素养，培养完整人格，塑造良好道德品质。      
1. Undertake moral education based on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will integrate core socialist values in English education and teaching, tap the resources of other disciplines and traditional Chinese culture to raise students' pride in their Chinese identity, strengthen their cultural confidence and literacy, foster their moral integrity, and cultivate their fine character. 

2.确立英语教育服务于国家战略和经济社会发展的重要地位。积极回应构建人类命运共同体、“一带一路”倡议等对英语教育提出的新要求，帮助学生树立世界眼光，提升全球胜任力和跨文化沟通能力，提高学术和职业素养，确立为促进人类和平发展和推动文明交流互鉴贡献中国智慧和方案的远大志向。      
2. Serve China's national strategies and economic and social development. Based on the new requirements for English education in the new era particularly its contribution to building the community with a shared future for humankind and implementing the Belt and Road Initiative, we will strive to inspire students to develop a world vision, enhance their global competence and cross-cultural communication skills and improve their academic and professional levels to enhance their ability to render services and promote exchanges among civilizations and communicate China's wisdom and approach to the global community. 

3.打造师德高尚、业务精湛的英语教师队伍。加强师德师风建设，把师德师风作为评价教师素质的第一标准，引导英语教师以德立身、以德立学、以德施教。同时，帮助英语教师进一步明确英语教育的学科特色和专业属性，提升教师专业能力，造就一支高素质专业化英语教师队伍。
3. Build a strong team of English teachers with both fine morality and professional excellence.  We will try to improve the professional ethics of English teachers by considering ethics as the top criterion for evaluating the performance and competence of English teachers. We are convinced this will translate into fine moral education for students. At the same time, we will help English teachers to better understand the academic feature and the subject  nature of English education, enhance their professional competence, and consequently build a team of highly qualified professional English teachers. 

4.推进“一条龙”外语教育模式创新。搭建大中小学教师沟通的平台，贯通“一条龙”教育理念、建构“一条龙”课程与评价体系、开发“一条龙”教材与学习资源、开展“一条龙”教师培训，按照各学段英语教育“国标”的要求，促进各学段英语教学的有效衔接和良性发展，助力“一条龙”目标的更好实现。      
4. Promote innovation with the "Streamlined Model for Foreign Language Education". We will build a platform of interconnectivity for English teachers from primary schools, secondary schools and institutions of higher learning to implement the alignment education approach. The design, implementation and evaluation of courses, the development of teaching materials and learning resources as well as the training of teachers will be coordinated in a way that the fulfillment of goals at every stage will add up naturally to the realization of the overall goal.  
5. 促进信息技术与英语教育深度融合。着力构建基于信息技术的新型英语教育教学模式，以学校、教师、学生的核心需求为切入点，应用大数据、云计算和人工智能等先进技术开展精准英语教学，打造跨区域的教师教育发展和师生交流平台，大力推进英语教育信息化。      
5. Promote the integration of ICT with English education. We will try to build a new model of English education based on information and communication technologies (ICT). At the same time, we will focus on the real needs of schools, teachers and students by applying advanced information technologies such as big data, cloud computing and artificial intelligence to promote targeted English teaching, cross-regional teacher training and regular teacher-student exchanges.  

6.提升青少年英语阅读素养。开发适合不同阶段学生认知发展需求、语言发展水平、题材丰富的英语读物，广泛开展英语阅读活动，帮助学生逐步发展各种阅读策略，养成良好阅读习惯，提高阅读效率，并引导学生在系统阅读、大量阅读、深层次阅读中发现问题、思考问题，提升素养，增长见识。      
6. Promote English reading among young students. It is our goal to develop appropriate English reading materials suited to the cognitive development, language levels and interests of students. English reading activities will be organized to help students gradually develop reading skills and reading habits and improve their reading efficiency. Students will be guided properly to read systematically and critically to identify problems, improve literacy, and increase knowledge. 

7. 助力中西部教育发展。加大对中西部英语教育的支持力度，扩大优质英语教育资源覆盖面，提升中西部英语教师教学水平，补齐中西部英语教育短板，稳步提升贫困地区英语教育发展水平；让更多中西部孩子享受到优质的英语教育。      
7. Play a role in education programs intended to revitalize the central and western regions. We will further support English education in the central and western regions of China, expand the access to high-quality English education resources, and help to improve the competence of English teachers as a way to boost English education in the central and western regions, especially in the poverty-stricken areas. 

8.搭建中国与全球英语教育界交流的桥梁。既扎根中国大地办好中国特色英语教育，又以更开放的胸襟、更包容的心态和更宽广的视野，学习和借鉴世界其他国家和地区先进的英语教育经验，以全球视野为中国英语教育建言，以中国智慧为全球英语教育献策。        
8. Build a bridge between Chinese and international English educators. While boosting English education in China, we will not only consider Chinese characteristics and regional realities, but also embrace the best practices overseas with an open mind and a broad vision. In other words, we will introduce international experience into China and contribute Chinese wisdom to the world for the benefit of global English education. 

让我们扎根中国、融通中外、立足时代、面向未来，发展具有中国特色、世界水平的现代化英语教育，共同谱写新时代中国英语教育新篇章。
Let's put together Chinese and international wisdom and experience, embrace both current realities and future trends, and build a modern system of English education with Chinese characteristics as well as of world level. We will work together to print a new chapter of China's English education in the new era.
