英国议会选举:出口民调显示保守党领先

  英国2015年议会选举于当地时间7日开始投票,此次投票选举产生议会下院650名议员。自3月底解散议会以来,英国各政党展开激烈的竞选活动。本届议会选举被英国舆论称作“二战以来最难以预测”的大选。据当地时间7日晚宣布的投票站出口民调显示,英国保守党在当天举行的议会选举投票中获得最多席位,但没有一个政党赢得过半数议席,英国将再次出现“无多数议会”。最终结果预计于当地时间8日上午确定。

  据新华社报道,由英国广播公司、独立电视台和天空电视台委托进行的投票站出口民调显示,由卡梅伦领导的保守党和米利班德领导的工党分获316个和239个议席,均未达到在议会过半数所需的326个议席;此外,苏格兰民族党、自由民主党和英国独立党分别获得58个、10个和2个议席。

  

  LONDON, May 7 (Xinhua) -- Britain's Conservative Party won most seats in the House of Commons but failed to gain an overall majority in the general election, a major exit poll commissioned by the BBC, ITV News and Sky News on Thursday night predicted.

  The poll showed that the Conservatives would win 316 seats in the 650-member parliament, ahead of the Labor Party with 239. The Scottish National Party (SNP) stood in the third place with 58 seats. The UK Independence Party (UKIP) obtained 2 seats.

  The figures indicated that Britain was most likely to have a hung parliament again. A party needs to win at least 326 of all 650 seats in the House of Commons to form a majority government.

  The results of this initial verdict were announced when the polls closed at 10 p.m. local time (2100 GMT).

  The exit poll was based on interviews with nearly 20,000 voters from around 140 carefully selected polling stations across Britain.

  Counting of the vote would continue through the night, and the winner would not be known at least until Friday morning when enough results from constituencies have been declared.

  马上学:英国议会选举不是直接选举首相,而是选举英国最高立法机构——英国国会的国会议员(Members of Parliament, MP),也就是我们通常说的下议院(House of Commons)议员。今年的大选,下议院共有650个席位(或称650个选区),如果某政党获得至少一半的议席(即得到326个席位),则此党将成为执政党,该党党魁则成为首相。由于出口民调显示,没有绝对多数党派,就形成了所谓的“悬峙国会”(Hung Government),选举结果出来后就会出现三种可能:几个党派组合后达到多数,形成联合政府(Coalition government);少数派政府(Minority Government);重新解散议会再来一轮投票。

  

  HUNG PARLIAMENT: The probable outcome of Thursday's vote. A hung parliament, the equivalent of a hung jury, is one in which no single party holds a majority of the 650 seats in the House of Commons. In that case, parties will try to forge agreements that will assemble a working majority enabling a government to pass laws.

  COALITION GOVERNMENT: Once a rarity in Britain, a government in which two or more political parties divide up ministerial posts, compromise on policies and agree to govern in concert. The Conservative-Liberal Democrat coalition assembled in 2010 was Britain's first since World War II.

  MAJORITY/MINORITY GOVERNMENT: A majority government is formed by a party that holds more than half the seats in the House of Commons. Minority government occurs when a party that does not have a majority of seats governs alone, relying on support from smaller parties on a vote-by-vote basis. Britain last had minority governments in the 1970s, and they tended to be short-lived.
