据新华网报道，为了规范农民工工资支付行为，保障农民工按时足额获得工资，《保障农民工工资支付条例》（以下简称《条例》）近日公布，自2020年5月1日起施行。《条例》阐明，用人单位应当按照与农民工书面约定或者依法制定的规章制度规定的工资支付周期和具体支付日期足额支付工资。同时，农民工工资应当以货币形式，通过银行转账或者现金支付给农民工本人，不得以实物或者有价证券等其他形式替代。

To ensure that rural migrant workers get their wages on time and in full, a regulation guaranteeing payment of wages was released, which will go into effect on May 1, reported Xinhua. It clarifies responsibilities of employers for paying wage arrears to migrant workers, in accordance with payment terms and specific payment dates. Meanwhile, wage payments must be made by bank transfers or cash, instead of material objects or marketable securities.

马上学：Arrear意为“欠款”，比如，某人已经欠了6周的房租可以表达为：Someone is six weeks in arrears with his rent. 此外，“欠薪”还可以用动词短语withhold salary或者delay salary来表示。

世界卫生组织表示，新型冠状病毒感染的肺炎疫情已构成国际关注的突发公共卫生事件。世卫组织总干事谭德塞表示，中国为抗击疫情所作的努力值得尊重和赞赏，世卫组织不赞成甚至反对对中国采取旅行或贸易禁令。

Following the novel coronavirus outbreak, the World Health Organization (WHO) declared it a Public Health Emergency of International Concern (PHEIC). WHO Director-General Dr Tedros Adhanom Ghebreyesus spoke highly of China’s great contribution to the world by fighting against the virus. Meanwhile, the UN health body stressed that it does not recommend limiting trade and travel.

马上学：PHEIC是指“通过疾病的国际传播构成对其它国家公共卫生风险，并有可能需要采取协调一致的国际应对措施的不同寻常的事件。” 根据疫情的发展，世界卫生组织宣布PHEIC后可以随时撤销及修改。如果3个月后我国控制住了疫情，那么PHEIC状态将被修改或取消。

新型冠状病毒感染的肺炎疫情引发抢购潮。几天之内，包括一次性口罩、N95口罩以及更便宜的替代品——棉口罩和空气过滤口罩等——都宣告售罄。其他热销产品还包括洗手消毒液和温度计。上个月，因为有报道指出可以抑制新冠病毒，双黄连口服液也卖光了。

The outbreak of the novel coronavirus has caused widespread panic buying. In just a couple of days, products including disposable masks, N95 respirators and their cheaper alternatives – cotton masks and air-filteringones – were sold out everywhere. Other hot products this season include hand sanitizer and thermometers. Last month, Shuanghuanglian oral liquid was also sold out because of a misleading report that said it could inhibit the novel coronavirus.
