然而几天过后，针对特朗普这一言论的“打脸”就来了。

美国疾控中心官员：美国获得实时信息

有美国及国际官员向《华盛顿邮报》透露，在世卫组织总部工作的美方人员，直接向特朗普政府汇报新冠病毒的实时信息。

A group of US officials working at the World Health Organization headquarters transmitted real-time information about the novel coronavirus directly to the Trump administration, US and international officials told the Washington Post.
 

这篇报道指出，美国有多位医生、研究者以及公共卫生专家都在日内瓦工作，他们是美国与世卫组织轮换工作的一部分，其中很多人也和美国疾控中心（CDC）有联系。去年年底疫情出现时，他们就向白宫提供了相关信息。

U.S. physicians, researchers and public health experts⁠ — many connected to the Centers for Disease Control and Prevention ⁠— were working at WHO’s Geneva headquarters as part of a years-long rotation, the Post reported, and they provided information about the coronavirus to the White House as it emerged late last year.

CDC officials were consulting with their WHO counterparts since the outbreak began. A team led by Ray Arthur, director of the Global Disease Detection Operations Center at the CDC, compiles a daily summary about infectious disease events and outbreaks, categorized by level of urgency, that is sent to agency officials.

Arthur, according to a CDC official who spoke on the condition of anonymity to discuss internal deliberations, has participated in the CDC daily “incident management” calls, discussing information he learned from WHO officials. Information is passed up a chain of command from the CDC to the Department of Health and Human Services in daily reports and telephone discussions, this official said.

而涉及到疫情持续暴发的敏感信息，则由美国疾控中心亚特兰大总部的危机处理中心的人员负责分享。在应对新冠病毒的早期阶段，这些人中还包括卫生及公共服务部部长亚历克斯·阿扎。有关世卫组织的计划和声明，都会提前数日分享。

Any information of a sensitive nature about the growing outbreak was and continues to be shared by CDC officials with other U.S. officials in a secure facility located behind the CDC’s Emergency Operations Center at its Atlanta headquarters. In the early days of the virus response, those officials included HHS Secretary Alex Azar. Information about what the WHO was planning to do or announce was often shared days in advance, the CDC official said.

The reported line of communication undercuts Trump's assertion that the virus' spread in the US largely stems from a lack of communication from WHO.

世卫组织：第一天起就开始向美国通报疫情

据新华社报道，世界卫生组织总干事谭德塞20日表示，世卫组织及时向包括美国在内的所有国家分享了新冠疫情信息，有一些美国专家一直在世卫组织工作。

谭德塞在20日的新闻发布会上说：“有美国疾控中心的人员在，意味着从第一天起就没有对美国隐瞒过任何事。”他强调：“所有国家都立刻获得了相关信息。”

Nothing in the response to COVID-19 by the WHO have been "hidden from the U.S., from day one," with U.S. professionals playing an important role in its anti-epidemic fight, WHO Director-General Tedros Adhanom Ghebreyesus said Monday. He said that all countries get information immediately.

他还说，世卫组织没有秘密，因为这事关生命。

"There is no secret in WHO," Tedros said. "It's about lives."

22日，谭德塞表示，世卫组织1月30日宣布新冠疫情构成国际关注的突发公共卫生事件，是该组织依照《国际卫生条例》可以对全球发布的最高级别预警。该预警的发布是“适时的”，当时全球除中国外的其他地区仍有足够防控时间，仍有机会切断病毒传播链。

On Jan. 30, the WHO chief declared the outbreak a Public Health Emergency of International Concern (PHEIC), sending the highest level of alarm to the world. "Looking back, I think we declared an emergency, at the right time... when the rest of the world had enough time to respond," Tedros told a virtual press briefing.

然而据外媒报道，频频指责世卫组织没有及时提供信息的特朗普，自己却忽略了相关疫情的建议。

《纽约时报》曾在4月11日发表报道指出，在1月份和2月份的时候，美国联邦政府的不同部门曾发出疫情情报，但是却都被忽略了。

Trump earlier blamed the WHO for delays in response to the virus as well as a lack of transparency, but an April 11, 2020, New York Times report said warnings issued to the administration by different parts of the federal government in January and February were ignored.




与特朗普攻击世卫组织相比，国际上的其他政要则表达了对世卫组织的支持。据央视新闻报道，法国总统马克龙在其办公室的一份声明中表达了对世卫组织的支持，并且强调了世卫组织必须发挥的关键作用。

French president Emmanuel Macron “expressed support” for the WHO and highlighted “the key role it must play,” according to a statement from his office.

德国总理默克尔16日在参加七国集团领导人视频会议时呼吁加强国际合作，共同抗击新冠疫情，并表示德国将全力支持世界卫生组织。

German Chancellor Angela Merkel stressed the need for more global cooperation to tackle the coronavirus pandemic and voiced support for the WHO.




外媒：特朗普“反复横跳”，甩锅有目的

综合以上来看，世卫组织提供的消息及时、透明，国际政要也表达了对世卫组织的支持，那么为何特朗普却在不断“开火”呢？CNN主播法里德·扎卡利亚分享了自己的观点：疫情暴发后，特朗普不断发出前后矛盾的话语；而且作出了一系列的错误判断。

扎卡利亚指出，正是这些错误判断，严重加剧了美国的新冠疫情危机。现在，特朗普为了“甩锅”，开始抨击中国。

《华盛顿邮报》的一篇评论也表达了相似观点：特朗普讲了一个糟糕且谋害性命的谎言。



这篇评论给指出，特朗普上台的基础之一便是抹黑——抹黑他的对手，移民以及少数族裔。如今，为了把焦点放在自己的连任上，他开始妖魔化中国。

其攻击的核心便是把世卫组织变为替罪羊，这也符合特朗普的一贯手段，与联合国和世界贸易组织一样，世卫组织也是一个由外国人（埃塞俄比亚人谭德塞）领导的国际组织（支持全球化的）。

Key to this attack is making a scapegoat of the WHO, which fits his usual criteria because, like the U.N. and the World Trade Organization, it is an international entity (globalists!) run by a foreigner, Ethiopia’s Tedros Adhanom Ghebreyesus.

但是这样的抹黑却是致命的。疫情开始逐渐扩散到一些欠发达的国家，比如在撒哈拉以南的非洲，中美洲和南美洲，以及南亚和东南亚。同时，世卫组织不得不把精力放在应对特朗普的攻击上，而且失去了美国这个最大的资助来源。

But this smear is particularly deadly. As the virus bears down on less-developed countries in sub-Saharan Africa, Central and South America, and South and Southeast Asia, the WHO has had to divert attention from the pandemic to defend itself against Trump’s smear and the loss of its top funding source, the United States. 

成千上万的美国人因为特朗普的犹豫而生命垂危，本来这是毫无必要的。那么，全世界又会有多少人因为特朗普“甩锅”世卫组织而丢掉生命呢？

Thousands of Americans are dying needlessly because of Trump’s dithering. How many more around the world will die because of his scapegoating of the WHO for his own failures?
