10月14日公安部召开新闻发布会，通报最高人民法院、最高人民检察院、公安部联合印发《关于依法办理“碰瓷”违法犯罪案件的指导意见》有关情况，全面加强对此类违法犯罪行为的打击力度。碰瓷，比如故意撞车以索要赔偿的行为，既严重危害公民人身、财产安全，也扰乱社会秩序。符合刑法有关规定的碰瓷行为，以诈骗罪定罪处罚。

China vows to strengthen the crackdown on illegal behavior intended for blackmail, including staged crash fraud, according to a guideline issued by the Supreme People’s Court on Oct 14. Staged crash fraud, which refers to deliberately crashing a car to claim compensation, has been a problem of concern to the people. Acts that meet the relating provisions of the Criminal Law shall be punished as the crime of fraud, according to the guideline.

马上学：Stage作名词意为“舞台”，作动词时可表示“ (为了吸引注意) 安排、组织 (某件事)”，staged crash/accident都是“刻意制造出来的车祸或意外”，其目的是为了诈骗  (fraud)。这种行为属于敲诈勒索 (blackmail)。
