疫情防控收集的个人信息该怎么处理?新方案来了

前几天,20岁成都女孩确诊后个人信息被网络散播,更遭遇“网络暴力”(戳这里回顾)。此事成为“热搜”的同时,也让网友们提出疑问:因为疫情防控需要收集的个人信息,随后会怎样处理呢?

据央视网报道,今年10月征求完意见的《网络数据处理安全规范》要求,突发公共卫生事件应对工作结束后,指定机构应在60天内或者国务院相关部门规定的时限内,删除事件应对中已收集、调用的个人信息。

China's State Council is mulling over a regulation that ensures designated institutions delete personal information they collect in response to public health emergencies 60 days after the emergencies are solved, or within a certain time limit set by the relevant departments of the State Council, according to a draft regulation. The draft named "network data processing safety regulation" is dedicated to protecting the personal data collected amid tight epidemic control measures. It already completed its soliciting for public opinions in October, China Central Television CCTV reported on Monday.
 


不少网友对相关规定表达支持,但是也有人担心,尽管相关机构会删除,但是信息流通环节还是可能出现问题。

The new regulation has won support from many Chinese netizens, but some are still worried about the online circulation of personal information, even though relevant institutions have deleted this information.







根据疫情防控的需求,国内很多城市都要求居民注册个人信息,包括身份证号码、手机号,有些甚至采集了面部识别信息。

Epidemic prevention and control measures in many Chinese cities require residents to register their personal information including ID number, cell phone number and even collect facial information.

然而,今年以来,却有多地出现个人信息泄露的报道,引发公众对于抗疫期间隐私安全保护的担忧。

However, wide concerns over data privacy amid the combat against the coronavirus have been raised after personal data leaks were reported in several Chinese cities this year.

12月8日,成都赵女士确诊的消息公布后,她成为网络攻击的目标。在配合流调的行程中,有她频繁出入社交场所、酒吧等地的记录,她也因此成了 网友们责骂的对象,甚至遭到诅咒和戏谑。

A 20-year-old woman, surnamed Zhao from Chengdu in Southwest China's Sichuan Province, who was confirmed as a COVID-19 case on December 8, became a targeted for online abuse last week. Some netizens accused her as the sole person to blame for the Chengdu outbreak after epidemiological investigations showed she had made frequent visits to social venues, bars and clubs across the city. Others took their abuse too far, cursing and ridiculing her online.

据赵女士反映,她的个人信息被泄露在网络空间后,自己收到过大量的电话和短信息。12月9日,成都警方经过调查后确认,已对侵犯他人隐私的王某依法进行行政处罚。

She also received many phone calls and text messages after her personal information was leaked, she said in a statement later on social media. Chengdu police started an investigation and seized a man surnamed Wang, who was then given administrative punishment for posting a photo containing Zhao's personal information and record of movements, Chengdu police announced on December 9.



中国政法大学教授朱巍对《环球时报》表示:“为了疫情防控收集个人信息是合理的,在疫情结束后,这些信息不再重要,就应该删除。”朱巍表示,删除全部信息或者可以识别个人特定身份的部分,都是可行方案。

"Collecting personal information related to epidemic control is a reasonable use of information. After the incident is over, this data has no importance and should be deleted," Zhu Wei, a professor at the China University of Political Science and Law in Beijing, told the Global Times on Tuesday.Zhu noted that deleting or otherwise removing key information that can identify a specific person are both feasible options.

疫情期间,我国加强了对个人信息的保护。今年2月,网信办发布通知强调:为疫情防控、疾病防治收集的个人信息,不得用于其他用途。任何单位和个人未经被收集者同意,不得公开姓名、年龄、身份证号码、电话号码、家庭住址等个人信息,因联防联控工作需要,且经过脱敏处理的除外。

China has been stressing data protection amid the COVID-19 epidemic. In February, when the country was battling with COVID-19, the Cyberspace Administration of China issued a notice stating that, except for epidemic control work and desensitized information, no unit or individual may disclose personal information, such as name, age, ID number, and telephone numbers, without the consent of the person in question.
