特朗普又被弹劾了!成为美国历史上首位遭两次弹劾总统

美国国会众议院当地时间13日表决通过针对总统特朗普的弹劾条款,指控他“煽动叛乱”。特朗普成为美国历史上第一位两度遭到弹劾(impeach)的总统。

The U.S. House on Wednesday voted to impeach President Donald Trump over "incitement of insurrection," making him the first president to be impeached twice.



美国会众议院当天下午举行全院表决,并以232票赞成、197票反对的结果通过弹劾条款。所有民主党众议员和10名共和党众议员投票支持弹劾条款。

The final vote on Wednesday was 232 in favor and 197 against.While the number of Democrats sponsoring the impeachment article indicated there had already been enough votes to impeach the president in the days leading up to the floor vote, 10 Republicans cast the "yea" vote.

弹劾案接下来将进入参议院审理,须有至少三分之二参议员的支持才能将特朗普定罪。国会参议院多数党(共和党)领袖麦康奈尔当天表示,参议院不会为审理弹劾案而提前复会。这意味着弹劾案审理在当选总统拜登1月20日中午宣誓就职前不会进行。

据CNN报道,当天,特朗普在白宫也发布了一条视频,呼吁保持冷静,不过并未谈及弹劾一事。
 


特朗普说:“我真正的支持者不会宣扬政治暴力,不会不尊重执法部门或美国国旗。”

"No true supporter of mine could ever endorse political violence. No true supporter of mine could ever disrespect law enforcement or our great American flag," Trump said from behind the Resolute Desk in the Oval Office.

“现在,我请求所有相信我们议程的人们思考平息紧张、冷静情绪并且推动国家和平的方式,”特朗普说。

"Now I am asking everyone who has ever believed in our agenda to be thinking of ways to ease tensions, calm tempers and help to promote peace in our country," he said.

彭斯:拒绝动用25条修正案

据央视新闻报道,当地时间12日,美国国会众议院进行投票,以222票赞成、204票反对的表决结果通过决议,要求副总统彭斯动用美国宪法第25条修正案罢免总统特朗普。不过,彭斯此前就曾表示,拒绝动用第25条修正案。

The House of Representatives voted Tuesday night to approve a resolution calling for President Donald Trump to be removed from office through the 25th Amendment in the wake of the violent siege of the US Capitol last week. The vote amounts to a symbolic rebuke after Vice President Mike Pence made clear earlier in the evening that he has no plans to invoke the 25th Amendment to remove the President in a letter released just hours ahead of the House vote.



本月10日,众议院议长佩洛西给彭斯下了“最后通牒”,要求他根据宪法第25条修正案罢免特朗普,否则众议院将启动弹劾特朗普的程序。

据CNN报道,彭斯在众议院投票前,就致信议长佩洛西,拒绝了这个提议。

Ahead of the vote, however, Pence's office released a letter to House Speaker Nancy Pelosi shutting down the idea.



信中写道:“距离总统任期结束只有8天时间,你和民主党要员要求内阁和我动用美国宪法第25条修正案。我不认为此举符合美国的最大国家利益,这也不符合我国宪法。”

"With just eight days left in the President's term, you and the Democratic caucus are demanding that the Cabinet and I invoke the 25th Amendment. I do not believe that such a course of action is in the best interest of our nation or consistent with our Constitution," Pence wrote.

彭斯还表示,自己“在美国的关键时刻,不会屈服于众议院的压力,加入这场政治游戏。”而且,如此情形下动用该宪法修正案作为‘ 惩罚或篡权’”的手段,将‘开创可怕的先例’。”

“I will not now yield to efforts in the House of Representatives to play political games at a time so serious in the life of our nation,” he wrote. Invoking the 25th Amendment as a means of “punishment or usurpation” would “set a terrible precedent,” Pence said.



特朗普:弹劾骗局是政治迫害

当地时间12日早些时候,特朗普前往得克萨斯州,视察边境墙并针对国会骚乱前的讲话(戳这里回顾)和弹劾等事件表态。

特朗普说:“人们认为我说的话非常恰当。

“People thought that what I said was totally appropriate,” Trump said.

值得注意的是,这是特朗普自1月6日以来首次公开发表讲话。外媒称,特朗普的表态显示他对于此事“毫无悔意”。国会骚乱事件已经造成5人死亡,多人受伤。

Eight days from the end of his presidency, U.S. President Trump expressed no regret for his comments last week ahead of a riot and mob violence at the U.S. Capitol that resulted in the deaths of at least five people and multiple injuries.

但据路透社消息,共和党领袖凯文•麦卡锡当地时间11日对众议院共和党人表示,特朗普承认对上周国会发生的致命骚乱负有部分责任。

Trump acknowledged he bears “some responsibility” for an assault on the U.S. Capitol last week, Republican congressional leader Kevin McCarthy told party lawmakers on Monday



消息人士称,麦卡锡还透露,他敦促特朗普给拜登打电话,祝贺后者获胜。

McCarthy said he appealed to Trump to call Biden.

据报道,麦卡锡是特朗普最亲密的盟友之一,他反对弹劾总统。

特朗普称,言论自由正遭受前所未有的攻击。

“I’d like to say that free speech is under assault like never before.  “

“第25修正案对于我来说是零风险,但是会反过来伤害拜登和他的政府。就像俗话说的,小心你(拜登)的愿望。”

“The 25th Amendment is of zero risk to me, but will come back to haunt Joe Biden and the Biden administration,” Trump said. “As the expression goes, be careful of what you wish for.”

“弹劾骗局是我们美国历史上最严重政治迫害的延续,带来巨大的愤怒、分裂和痛苦,严重性远远超出大多数人的理解,对美国,尤其是现在这样脆弱的时刻是极其危险的。”

“The impeachment hoax is a continuation of the greatest and most vicious witch hunt in the history of our country, and it is causing tremendous anger and division and pain — far greater than most people will ever understand, which is very dangerous for the USA, especially at this very tender time.”
