英国首相宣布最后阶段“解封”计划:口罩不用戴了!英媒:这是赌博

当地时间5日,英国政府公布英格兰地区最后阶段“解封”计划详情,包括一旦实施“解封”,将取消在商店、地铁等公共场所须戴口罩的规定等。

英国首相鲍里斯•约翰逊5日确认,最后阶段“解封”措施将于19日实施。在当天于唐宁街召开的发布会上,约翰逊表示,从19日开始,英格兰地区将不再要求佩戴口罩和保持社交距离。

Most coronavirus restrictions are set to end on July 19 as part of the final step of England's roadmap out of the lockdown, British Prime Minister Boris Johnson confirmed Monday. Face masks and distancing rules will no longer be legally required in England from July 19, Johnson told a news conference at Downing Street.

不过约翰逊也表示,尽管不再强制戴口罩,但政府会发布相关指引,提示在哪些场合选择戴口罩比较合适。

Although the government will end the legal obligation on wearing a face covering, guidance will suggest "where you might choose to do so", he said. 

根据最后阶段“解封”计划详情,英国政府将取消有关戴口罩的规定,不再限制社交聚会人数;除一些特定场所,不再要求保持1米以上社交距离;所有经营场所可恢复营业;不再要求居家办公等。此外,一些防疫规定还会继续执行,比如,被确诊感染新冠病毒者仍须按规定隔离,在机场等特定场所仍须保持1米以上社交距离,护理院将继续实施相关防疫措施等。

约翰逊还称,人们必须“学会与新冠共存”。

按照国政府此前公布的“解封”路线图,如果新冠疫情形势稳定,英格兰地区原定在6月21日实施最后阶段的放宽措施。英国首相约翰逊6月14日宣布,鉴于变异新冠病毒德尔塔毒株在英国部分地区快速传播,英格兰地区推迟4周执行最后阶段“解封”措施。

Johnson previously announced a four-week delay to the final step of England's roadmap out of COVID-19 restrictions until July 19, amid a surge in cases of the Delta variant first identified in India.

据新华社报道,目前英国大部分成年人已接种至少一剂新冠疫苗,为更好应对疫情,英政府在考虑为部分人群接种第三剂加强针。

英国媒体:这是一场“豪赌”

据BBC报道,约翰逊宣布“解封”在即的消息,几乎刷屏英国媒体。

Nearly all the papers are leading on the same story - the announcement by Boris Johnson that he plans to scrap laws in England enforcing masks and social distancing on 19 July.

《每日电讯》报道,约翰逊称如果不抓住现在的机会,英国将很难重返正常生活。报道引用约翰逊的话说:未来几周,如果我们不能趁着夏日来临、学校放假的时候解封,那我们就该问问自己:什么时候才能重返正常生活?

The Telegraph says the PM suggested that Britain might not return to normality if it did not seize the opportunity now. It quotes him as saying: "If we can't reopen our society in the next few weeks, when we will be helped by the arrival of summer, and by the school holidays, then we must ask ourselves. 'when will be able to return to normal?'"
 


《每日邮报》同样引用了约翰逊的“(解封)机不可失”的言论,并宣称这是“自由终于来临”。同时,报道称约翰逊警告,如果推迟解封,等待秋冬之时,病毒“将占据优势”。报道也指出,对于学校暑假、口罩规定的解除以及未来居家工作等方面仍然存在问题。

The Daily Mail also picks up on the prime minister's "it's now or never" remark. It says the PM warned a further delay to a return to normality would run the risk of trying to reopen in autumn or winter when "the virus has an edge". But, the paper warns, there is confusion now over quarantine for summer holidays, the end of mandatory mask wearing and the future of working from home.


 
《卫报》则在标题中称约翰逊的举动为“赌博(gamble)”。报道指出,约翰逊宣布取消百余项疫情防控措施,使得英格兰成为“全欧洲最不受限制的社会”。

The Guardian calls the move a gamble in its headline, above a picture of a worried-looking PM. The paper points out that when Boris Johnson revokes hundreds of Covid regulations, he'll be making England the "most unrestricted society in Europe". 
 


《地铁报》同样认为约翰逊在“掷骰子”,报道称约翰逊的“解封”就是一场“豪赌”,每日新增病例可能因此上升,更多人因此丧命。

The Metro's headline reads: "Boris rolls the dice". It says the PM has taken a bold gamble by declaring the last lockdown restrictions will lift on 19 July - even though daily Covid cases will rise and more people will die. 
 


疫情反弹,欧洲杯赛事引担忧

事实上,英国媒体的担心不无道理。最近一段时间,英国单日新增新冠确诊病例数的攀升势头非常明显:6月28日超过2万例,7月1日升至27989例,这也是1月底以来最高的单日数字。英国政府7月5日发布的数据显示,该国当天新增确诊病例27334例,累计确诊4930534例;新增死亡病例9例,累计死亡128231例。

据BBC报道,英王室成员凯特王妃由于密切接触新冠检测呈阳性者,目前正在自我隔离。
 


 
British royal Kate, Duchess of Cambridge, is self-isolating and has cancelled her engagements after someone she came into contact with subsequently tested positive for COVID-19.

此外,正在进行的欧洲杯赛事,可能也给英国防疫带来难题。

More than 60,000 fans will be allowed to attend the semifinals and final under the UK government's roadmap for allowing large crowds at events without social distancing. Fans will have to follow strict guidelines to attend the games, including having a negative Covid-19 test or proof of full vaccination.

尽管如此,这三场今年最盛大的足球赛事依然面临最严格的审查。

Despite such requirements, the staging of three of the biggest football matches this year has come under intense scrutiny.

报道称,苏格兰卫生部门的报告显示,6月18日苏格兰vs英格兰的比赛,就已经产生了大约2000例与之相关的新增新冠病例。

In Scotland, nearly 2,000 new cases of the coronavirus have been linked to Euro 2020-related events surrounding the Group D match with England on June 18, according to a report from Public Health Scotland.

欧洲杯体育场规定,入场时及在所有室内区域,人员须佩戴口罩,但是在体育场内就坐后可以摘掉口罩看比赛。

UEFA's Euro 2020 stadium rules stipulate that face coverings must be worn upon entry to the stadium and in all indoor areas, but masks can be removed when seated in view of the pitch.

CNN报道在最后写道,足球可能回到了英国,但是也有证据显示,随之而来的还有一波疫情。

Football could be coming home to England, but there's evidence to suggest it could also be accompanied by an uptick in Covid-19 cases throughout the UK.
