商务部近日印发《关于做好今冬明春蔬菜等生活必需品市场保供稳价工作的通知》，其中提到，“鼓励家庭根据需要储存一定数量的生活必需品，满足日常生活和突发情况的需要。”

这一《通知》很快成为热门话题，引发网友众多解读，有人担心：目前生活物资是否充足，供应是否有保障？



In the statement published on Monday, the Ministry of Commerce said it has urged local commerce authorities to step up efforts to secure sufficient supplies and stabilize the prices of daily necessities in winter and spring. 11月2日，商务部消费促进司司长朱小良表示，从目前的情况来看，各地生活物资货源充足，供应应该完全有保障。

Zhu Xiaoliang, director of the ministry's Department of Market Operation and Consumption Promotion, said there is a sufficient supply of daily necessities, which can be fully guaranteed based on the current situation, China Central Television reported.

朱小良表示，商务部专门印发了通知，目的在于督促各地严格落实“菜篮子”市长负责制，指导商贸流通企业加强货源组织，畅通产销衔接，提前采购耐储蔬菜，与基地签订蔬菜供货协议。

The purpose of the statement was to strengthen efforts by local authorities to ensure supplies, instruct commercial distribution companies on sourcing goods, smooth the bridge between production and sales and encourage the signing of vegetable supply agreements, Zhu said.

此外，通知要求，北方省份要按时完成本年度冬春蔬菜储备计划，南方省份要根据自身情况建立完善蔬菜储备；及时投放肉类、蔬菜等生活必需品储备，补充市场供应；充分利用大型连锁商贸企业网络优势，保障商贸供应网络正常运营；及时发布商品市场供求和价格信息，稳定社会预期；若个别地方因疫情防控采取封闭管理措施，要迅速公布保供网点货源、地址、联系方式等信息，满足居民生活必需品采购需求。



对于上述《通知》，《经济日报》发表文章认为网友的关注“可以理解”，但是无需过度解读：“事实上，通知中的这句话，主要是针对疫情防控，部分小区临时封控，可能造成生活不便。从长期看，也是倡导居民提高应急管理意识，增加必要家庭应急商品储备，作为国家应急体系的必要补充。”

In an article on Tuesday, the Economic Daily newspaper said that while netizens' close attention is "understandable," there is no need for over interpretation and anxiety.  
 


In fact, the announcement targeted virus prevention and control measures, as the recent virus flare-ups in China lead to temporary shutdowns of some residential quarters, which may cause inconvenience to affected households, the Economic Daily said.

In the long run, the newspaper said, the release helps raise awareness among the public of emergency management and increase the stock of necessary household emergency goods, as a necessary supplement to the national emergency system.

近期，国内出现多点散发本土疫情，部分社区调整为高风险地区，有工作人员及志愿者为受管控小区配送分发生活物资，保障社区人民生活物资供应。因此，也有网认为，不应恐慌的同时，也要做到“有备无患”：为了能及时应对这样的情况，也可在家中储备必需品。
