美国多地现一连串“打砸抢”!锤子猛砸珠宝店,抢了 LV包狂奔

当地时间24日,美国有线新闻网(CNN)发出疑问:为何美国的一些城市,正面临一系列的“打砸抢”犯罪?



CNN在报道中称,在美国大城市中,一波“打砸抢”犯罪正令高档商店遭殃,这些暴徒会在无所顾忌的夜袭后带着奢侈品离开。

A wave of "smash-and-grab" crimes is plaguing upscale stores in major US cities, with mobs of thieves making off with expensive goods in brazen, nighttime raids.

CNN在报道中列举了近期美国部分城市发生的案件:

周一晚间,一个至少有18人的团伙冲入洛杉矶的Nordstrom商场,盗取了价值数千美元的商品。

At least 18 people broke into a Nordstrom department store in Los Angeles Monday night and stole thousands of dollars in merchandise, the city's police chief said.

这些窃贼的手段与上周末旧金山湾区发生的事件如出一辙。上周日晚,一伙窃贼成群结队来到Hayward的商场,挥舞锤子击碎珠宝店内的展示柜,洗劫财物后逃之夭夭。

The thefts followed a rash of similar incidents over the weekend in the San Francisco Bay Area. A group of thieves swarmed the Southland Mall in Hayward on Sunday evening, wielding hammers to smash cases at a jewelry store before grabbing items and fleeing.



而在旧金山东部的Walnut Creek,有3人在周六晚间的团伙犯罪活动后被捕。警方称事件大约涉及80名嫌疑人,当他们从商场出来时至少分乘10辆车逃跑。此前的周五晚,还有一波针对LV、巴宝莉等奢侈品店、Bloomingdale百货公司以及贩售大麻的药店的袭击。

Three suspects were arrested Saturday night after a mob ransacked a Nordstrom department store in Walnut Creek, east of San Francisco. Some 80 suspects were involved, and they fled the outdoor mall in at least 10 different vehicles, police said. That robbery came after similar raids Friday night near San Francisco's Union Square, where thieves targeted Louis Vuitton, Burberry and Bloomingdale's stores, a Walgreens and cannibis dispensaries.

And California isn't the only place grappling with "smash-and-grab" crimes. Fourteen robbers barged into a Louis Vuitton store in suburban Chicago last week and fled with more than $100,000 in handbags and other merchandise.
 


面对这样的类似案件,CNN发出疑问:为什么连续发生这类案件?跟疫情有关系吗?还是快到节假日了?不过安保方面的专家则表示“跟疫情无关”。原因在于如下几点:

1. 此类犯罪不总是执法部门优先解决的案件

报道称,通常这类嫌疑人行动时戴着口罩或者身穿帽衫,即使被摄像头拍到也难以识别。有警方内部人士称,当前检方没有针对这类事件的政治意愿,如果这类事件不在检方的起诉优先名单上,那么警察为什么要花大力气逮捕一个压根不会因为起诉而蹲监狱的人呢?
 


2. 小偷不会受到严惩

安保专业人士表示,当前美国有些州将低级犯罪行为“无罪化”对待,这给了犯罪分子“操作空间。”比如,有些地方将重罪的犯罪金的最低限从500美元提高至950美元,犯罪分子偷窃物品的价值只要不超过这个门槛,就只构成“轻罪”。有组织的犯罪团伙甚至会雇人完成“打砸抢”类犯罪,从而可以以轻罪论处。
 


此外,CNN的报道中还提及,节假日临近,商店关门后安保减弱,也给了犯罪分子可乘之机。此外,犯罪分子也有诸多渠道便利销赃:手法容易,监管执法薄弱。很多抢来的东西没有序列号,因此很难追踪。通过电子商务平台销赃就更简单了,甚至还有人会通过跳蚤市场、典当行、街边摊销赃。同时,低价出售这些昂贵的物品,意味着不会缺少买家。

Once items are stolen, there are several ways to sell them — all extremely easy and with little regulation and monitoring from law enforcement, experts said. Most items grabbed in such cases have no serial numbers, making tracing them almost impossible. It is incredibly easy to sell stolen merchandise online through e-commerce platforms. Other thieves don't need to sell their stolen goods on Craigslist or eBay. They can also use flea markets, pawn shops and street vendors. Thieves can sell expensive items at slashed prices, meaning there's no shortage of buyers.

在报道的最后,CNN援引安保专家的话说:这样的案件,带来残酷的恶性循环。受影响的商店只得关门或者搬家。零售商的安保费用和保险费用上涨——而这些最终会转嫁到消费者头上。

The result is a ruthless cycle that affects everyone. Some affected stores will shut down or relocate. And retailers plagued by thefts see their insurance rates and private security costs increase — costs that eventually get passed on the customer.
