据新华社报道，俄罗斯近日公布，已在乌克兰发现30多座生物实验室,并获得相关文件，这些实验室已投入超过2亿美元。根据美方自己公布的数据，美国在乌克兰有26座生物实验室，美国国防部拥有绝对控制权。

当地时间3月11日，联合国安理会应俄罗斯要求召开紧急会议，讨论美国在乌克兰进行军事生物研究相关问题。会上，俄罗斯常驻联合国代表涅边贾表示，俄罗斯在特别军事行动中发现了令人震惊的紧急事件，那就是乌克兰方面正在清除军事使用生物武器的痕迹，而乌克兰领土上存在着生物实验室网络，相关研究由美国资助。美国常驻联合国代表格林菲尔德表示，俄罗斯今天要求召开会议，唯一的目的就是散布不实信息。然而，美国副国务卿维多利亚•纽兰此前曾承认乌克兰境内有生物研究设施。

The Security Council convened the session at Russia's request to discuss alleged military biological research by the U.S. in Ukraine. Russia said there is a network of biological laboratories in Ukraine working on behalf of the U.S. Department of Defense that forms part of America's biological weapons program.  

Washington has dismissed the accusation as "laughable," suggesting that Russia may be laying the groundwork to use a chemical or biological weapon. But U.S. Undersecretary of State for Political Affairs Victoria Nuland last Tuesday acknowledged that "Ukraine has biological research facilities." 

俄罗斯国防部发言人科纳申科夫10日说，美国国防部在乌克兰资助生物研究，其目的是建立致命病原体隐秘传播的机制。

Russia on Thursday accused the United States of funding research into the development of biological weapons in Ukraine.Russian Defence Ministry spokesman Igor Konashenkov said in a televised briefing that "the purpose of this — and other Pentagon-funded biological research in Ukraine — was to establish a mechanism for the stealthy spread of deadly pathogens."

俄塔斯社援引俄国防部消息，科纳申科夫表示，经过对获取的乌克兰生物实验室相关文件的分析，俄方发现美方计划于2022年在乌克兰开展鸟类、蝙蝠及爬行动物病原体研究，并逐步转入研究这些动物携带非洲猪瘟和炭疽病毒的可能性，实验目的是“为致命病毒病原体的隐蔽传播建立机制”。他指出，俄国防部近期将公布新一批从乌克兰生物实验室工作人员处获取的文件，并将提供专家鉴定结果。
 


俄军辐射、化学和生物防护部队司令基里洛夫同日表示，俄国防部已获得有关美方在乌克兰生物实验室研究如何通过候鸟传播极危险病毒的信息，同时美方也曾在乌实验室进行过将蝙蝠作为生物武器载体的项目，经证实140多个装有蝙蝠体外寄生虫的容器已从哈尔科夫生物实验室被转移至国外。

According to the news release, experts of the Russian Nuclear, Biological and Chemical Defense Force found evidence that the laboratories had been working with dangerous pathogens such as anthrax, the plague and Malta fever among others as well as carrying out experiments using bat coronavirus samples. More than 140 containers with ectoparasites of bats were taken from a biolaboratory in Kharkov abroad, chief of Russia’s radiation, chemical and biological protection force, Igor Kirillov, said on Thursday.

3月8日，美国副国务卿维多利亚•纽兰在美国国会听证会上承认，“乌克兰有生物研究设施”，美方正同乌方合作，防止那些“研究材料”落入俄罗斯军队手中。

"Ukraine has biological research facilities which in fact we are quite concerned Russian troops, Russian forces, may be seeking to gain control of, so we are working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach," Undersecretary of State for Political Affairs Victoria Nuland said.

随后，美国国家情报总监埃夫丽尔•海恩斯10日在国会参议院情报委员会举行的听证会上说，美情报部门不认为乌克兰正在研发生物武器。乌克兰国内存在约12个生物实验室，用于制定与生物相关的防御措施和从事公共卫生研究，而非研制进攻性生物武器。美国“正在”或“至少曾经”向上述实验室提供过协助，目的是在生物层面确保相关研究的安全性。

The head of the U.S. intelligence community said Thursday that biolabs in Ukraine do not produce weapons or conduct dangerous research. Director of National Intelligence Avril Haines told the Senate Intelligence Committee that Ukraine "operates a little over a dozen" biolabs for biodefense and public health response. She said the U.S. has, at least in the past, "provided assistance" to the labs "in the context of biosafety."

"Biological military activities in Ukraine are the common concern of the international community. According to information released lately, dozens of biological laboratories in Ukraine are operated under the order of the US Department of Defense, and the US has invested more than $200 million in the activities of these labs. The relevant US research is aimed at creating a mechanism for the covert spread of deadly pathogens. According to Russian officials, Russia has found more than 30 biological laboratories belonging to the US in Ukraine. The US always claims to be 'open and transparent'. It should live up to its words. If the concerns are 'disinformation', why doesn’t the US release detailed materials to prove its innocence? What did the US spend the $200 million on? What kind of research has the US conducted on which pathogens? What is it trying to hide when the US Embassy in Ukraine deleted all relevant documents on its website? Why does the US insist on being the only country in the world to oppose the establishment of a multilateral verification mechanism though it claims to abide by the Biological Weapons Convention (BWC)? If the US wants to prove its innocence, why doesn’t it open up these bio-labs for independent investigations by international experts?"
