近期发生在乌克兰的“布恰事件”愈演愈烈。围绕该事件,俄乌双方在联合国会议上各执一词,相互指责。据新华社报道,乌克兰布恰市市长费多鲁克3日在接受媒体采访时称,在距离乌克兰首都基辅28公里的布恰一处大型坟坑发现280名遇害平民。相关报道随即引发国际关注,呼吁对布恰事件进行独立调查,并实施制裁。

At least 280 people, including children, were found dead in Bucha, some 28 km northwest of Kiev. Recent reports of civilian deaths in Bucha, Ukraine, have sparked international reactions, including calls for an independent investigation and new sanctions.



乌克兰方面指责俄罗斯应对事件负责,乌克兰总统泽连斯基称布恰事件为“战争犯罪。”俄罗斯国防部门则否认上述指控。

Ukrainian President Volodymyr Zelensky earlier called the killings of civilians in Bucha a "war crime." The Russian Defense Ministry on Sunday rejected Kyiv's accusation that it was responsible for the killings.

乌克兰方面此举可能促使西方对俄罗斯实施新的制裁。

Ukraine's outcry over the alleged killings of civilians in Bucha has prompted Western promises to impose new sanctions on Russia.

俄乌围绕布恰事件各执一词,相互指责。在5日举行的联合国安理会会议上,线上参会的乌克兰总统泽连斯基指责俄罗斯并称布恰事件需国际社会全面介入调查真相。俄常驻联合国代表涅边贾驳斥乌克兰方面的指控,展示相关证据,称布恰事件系摆拍。

据多家西方媒体报道,泽连斯基在联合国安理会通过视频发表讲话时还称,他认为联合国安理会应该移除俄罗斯,并对联合国的体制进行彻底的改革。当地时间5日,美国常驻联合国代表琳达•托马斯-格林菲尔德在微软—全国广播公司的一档电视节目上表示,将俄罗斯排除在联合国安理会之外是不可能的,虽然西方国家将竭尽全力孤立俄罗斯。

欧洲多国:驱逐俄外交人员

受“布恰事件”影响,欧洲多国宣布驱逐俄罗斯外交官。德国和法国外交部4日分别决定驱逐俄罗斯外交人员。继法国、德国之后,5日,丹麦、意大利、西班牙、罗马尼亚、爱沙尼亚、葡萄牙、拉脱维亚、斯洛文尼亚等国也加入对俄外交驱逐的行列,具体措施包括宣布驱逐俄外交人员、关闭俄驻当地使领馆或缩减工作人员,甚至降级与俄罗斯的外交关系等。

据彭博社报道,这些俄罗斯外交人员的数量超过200人。
 


俄罗斯外交部发言人扎哈罗娃当天在接受俄罗斯媒体采访时说,俄方将对德国和法国的上述决定做出回应。俄联邦安全会议副主席梅德韦杰夫在社交媒体上发文称,俄罗斯将对等回应系列欧洲国家对俄外交人员的驱逐。他强调说,驱逐俄外交人员的行为是持续对俄施压的表现,“什么也改变不了”。

俄罗斯总统新闻秘书佩斯科夫5日表示,在当前困难条件下依然收窄外交沟通渠道是短视的做法,不仅将使外交沟通解决问题更加困难,也将引发俄方反制。俄罗斯外交部已宣布将对欧洲多国驱逐俄外交官作出回应。

在乌克兰尽早停火止战是中方强烈愿望

在联合国安理会5日就乌克兰局势举行的公开会上,中国常驻联合国代表张军在会上阐述中方关于当前乌克兰局势的立场主张。

推动乌克兰局势降级,尽早停火止战,是国际社会的迫切期待,也是中方的强烈愿望。我们多次强调,对话谈判是开启和平之门的唯一出路。俄罗斯、乌克兰已经举行多轮谈判,我们欢迎双方坚持和平谈判的大方向,克服困难和分歧,为全面解决危机不断积累条件。国际社会要为双方谈判营造有利条件和环境,为政治解决开辟空间,不要设置障碍、增添阻力,更不要火上浇油、激化矛盾。要全力防止局部冲突扩大化。

De-escalation and putting an early end to the conflict in Ukraine is the earnest expectation of the international community and the strong desire of China. As we have stressed many times, dialogue and negotiation is the only way leading to the door for peace. The Russian Federation and Ukraine have had rounds of negotiations. We welcome the two sides to stick to the general direction of peace negotiations, overcome difficulties and differences, and continue to build conditions for a comprehensive settlement of the crisis. The international community should create favorable conditions and environment for negotiations between the two sides, open up space for political settlement, and should not set up obstacles  for peace, let alone add fuel to the fire in  aggravation of confrontations. Every effort should be made to prevent the escalation of the local conflict.

中方高度重视乌克兰人道问题,支持一切有利于缓解乌克兰人道危机的倡议和举措。当前冲突仍在持续,我们呼吁当事方遵守国际人道法,保护平民和民用设施安全,最大限度减少平民伤亡,确保人员撤离和人道准入通道的安全顺畅,保障妇女儿童、伤员战俘的基本权利。人道问题不应被政治化。乌克兰和周边国家的人道需求巨大,国际人道机构应保持中立、公正,积极动员协调更多资源,为挽救生命、保护平民作出不懈努力。中方已经并将继续向乌克兰和周边国家提供人道援助。

China attaches great importance to the humanitarian issue in Ukraine and supports all initiatives and measures conducive to alleviating the humanitarian crisis in Ukraine. As the conflict continues, we call on the parties to abide by international humanitarian law, protect the safety of civilians and civilian facilities, minimize civilian casualties, ensure safe and smooth humanitarian corridors for evacuees and humanitarian assistance, and guarantee the basic rights of women, children, and wounded and detained fighters. Humanitarian issues should not be politicized. The humanitarian needs of Ukraine and its neighboring countries are enormous. International humanitarian agencies should maintain neutrality and impartiality, actively mobilize and coordinate more resources, and make unremitting efforts to save lives and protect civilians. China has provided and will continue to provide humanitarian assistance to Ukraine and its neighboring countries.

根据国际人道法,平民在武装冲突中应免遭任何形式的暴力,针对平民的袭击不可接受,也不应该发生。有关布查镇平民死亡的报道和画面令人十分不安,事件的相关情况和具体原因必须查清。任何指控都应基于事实,结论得出之前,各方应保持克制,避免无端指责。

Under international humanitarian law, civilians should be spared of any forms of violence in armed conflicts. Attacks against civilians are unacceptable and should not occur. The reports and images of civilian deaths in Bucha are deeply disturbing. The relevant circumstances and specific causes of the incident should be verified and established. Any accusations should be based on facts. Before the full picture is clear, all sides should exercise restraint and avoid unfounded accusations.

正如古特雷斯秘书长所说,乌克兰危机的溢出效应正在对世界特别是发展中国家产生巨大影响,这值得高度重视,必须加强管控。制裁不是解决问题的有效手段,反而会加速危机外溢,带来新的复杂问题。在全球化深入发展、人类命运紧密相连的今天,实施全方位、无差别的制裁无异于将世界经济政治化、工具化、武器化,引发全球经贸、金融、能源、粮食、产业链供应链等领域严重危机,危及国际社会数十年的发展成果,让各国民众付出沉重代价。广大发展中国家不是冲突的当事方,不应被卷入矛盾,更不应被迫承担地缘冲突和大国博弈的后果。世界主要经济体要负起责任,管控危机外溢风险,维护全球市场稳定和世界经济的复苏势头。

As pointed out by Secretary-General Guterres, the spillover effects of the Ukraine crisis is having a major impact on the world, developing countries in particular. This requires our greater attention and strengthened management. Sanctions are not an effective means to solve the problem, but will instead accelerate the spillover of the crisis, and bring new and complex problems. Today, with the deep development of globalization and the closely linked community of mankind, the implementation of all-dimensional and indiscriminate sanctions is tantamount to politicizing, instrumentalizing and weaponizing the world economy, triggering a serious crisis in the fields of global economy and trade, finance, energy, food, industrial chain, and supply chain, endangering decades of development gains of the international community, and making people of all countries pay a hefty price. The vast number of developing countries are not parties to the conflict, and should not be involved in this confrontation, let alone be forced to bear the consequences of geopolitical conflicts and great power competition. The world's major economies should be responsible for managing the risk of spillover of the crisis, and maintaining the stability of global markets and the momentum of global economic recovery.

冷战已经结束30多年,欧洲发生这样一场地缘政治的悲剧值得深刻反思。各国主权和领土完整都应得到尊重,中小国家不应被推向大国对抗的前沿。各国都有权独立自主决定外交政策,不应被迫选边站队。各国的安全不可分割,一国的安全不能以损害他国安全为代价。我们呼吁美国、北约、欧盟同俄罗斯开展全面对话,直面多年来积累的矛盾,找到解决问题的办法,推动构建均衡、有效、可持续的地区安全框架。

More than 30 years after the end of the Cold War, such a geopolitical tragedy taking place in Europe now deserves our profound reflection. The sovereignty and territorial integrity of all countries should be respected, and small- and medium-sized countries should not be pushed to the forefront of confrontation between great powers. All countries have the right to decide their foreign policy independently, and should not be forced to take sides. The security of all countries is indivisible, and the security of one country cannot be achieved at the expense of the security of others. We call upon the United States, NATO, and the European Union to engage in comprehensive dialogues with Russia to face head on their differences accumulated over the years, find solutions to the problem, and promote the building of a balanced, effective and sustainable regional security framework.

在乌克兰问题上,中方不谋求地缘政治私利,没有隔岸观火心态,更不会做火上浇油的事情。我们真诚期待的目标只有一个,就是和平。中方将继续劝和促谈,为解决乌克兰危机发挥建设性、负责任作用。

On the issue of Ukraine, China does not seek geopolitical self interest. It is not our mindset to watch the situation indifferently from the side line, let alone do anything to add fuel to the fire. There is only one goal we sincerely look forward to, and that is peace. China will continue to promote peace talks and play a constructive and responsible role in helping resolve the crisis in Ukraine.
