据路透社等外媒报道，当地时间3月1日，美国众议院外交事务委员会投票后推动一项法案，赋予美国总统拜登封禁抖音海外版TikTok的权力。路透社称，这将成为美国针对某一社交媒体做出的影响最深远的限制。
 

The U.S. House Foreign Affairs Committee voted on Wednesday along party lines to give President Joe Biden the power to ban TikTok, in what would be the most far-reaching U.S. restriction on any social media app.

支持推动这一法案的美国共和党议员麦考尔则声称：“TikTok危害美国国家安全，是时候采取行动。”

“TikTok is a national security threat ... It is time to act,” said Representative Michael McCaul, the Republican chair of the committee who sponsored the bill.

此外，麦考尔还继续大放厥词，渲染“中国威胁论“，毫无根据的声称TikTok是“手机里的间谍气球”（a spy balloon into their phone）。
 

CNN：众议院投票推动法案，赋权拜登封禁TikTok

*empower作动词表示“赋权，使能够”，如empower sb to do。

对此，3月2日，中国外交部发言人毛宁表示：
 

“中方坚决反对美国一再泛化国家安全概念、滥用国家力量、无理打压别国企业。美方应当切实尊重市场经济和公平竞争原则，停止无理打压有关企业，为各国企业在美国的投资经营提供开放、公平、非歧视的环境。”

"The US has been over-stretching the concept of national security and abusing state power to suppress foreign companies. We are firmly against that. The US should respect the principles of market economy and fair competition, stop suppressing the companies and provide an open, fair and non-discriminatory environment for foreign companies in the US."

 

“总统认为抖音危害国家安全吗？”

实际上，最近一段时间，TikTok成了美国政坛的热门目标。

据路透社2月27日报道，白宫已向各政府机构发布备忘录，要求在30天内确保政府设备上不能再出现抖音海外版TikTok。该备忘录还显示，在90天内，各机构必须通过合同解决IT供应商使用TikTok的问题。在120天内，各机构将在所有新的招标中禁止使用TikTok。去年12月，美国国会投票决定禁止联邦雇员在政府拥有的设备上使用TikTok，并给拜登政府60天时间来发布机构指令。

 

而在3月1日白宫发言人让-皮埃尔主持的记者会上，不少记者也围绕着TikTok提问。第一个相关问题中，记者询问发言人如果觉得TikTok让联邦政府员工的设备变得不安全，总统觉得TikTok对于美国儿童的手机安全吗？

“If TikTok isn’t safe for federal government workers’ devices, does the President believe it’s safe for Americans’ children’s smartphones?”

而让-皮埃尔的回答则把矛头对准中国再次抹黑：

“我们对于TikTok以及类似软件表达了很清晰的担心，当然我们也担心包括中国在内的国家”，让-皮埃尔继续重复着白宫的话术，声称中国寻求利用数字技术和美国人的数据，“以此对美国国家安全构成损害和风险。”

“We have been clear about our concerns about TikTok, apps like TikTok — and, certainly, our concerns with countries, including China, as they seek to leverage digital technologies and Americans’ — and Americans’ data in ways that can present harm and — and risk to our national security, clearly.”

让-皮埃尔还表示，拜登对此采取了行动，希望美国议会可以通过相关法案。

对于这样的回答，有记者追问：总统认为抖音危害国家安全吗？

“Does the President believe TikTok is a threat to national security?”

让-皮埃尔对此却只重复了一遍上面的答案关键要素，继续表示对于软件和中国的“担忧”，继续说明拜登采取了行动。

这一回答显然令人迷惑，记者则继续发问：采取的行动包括在所有美国国内手机上封禁TikTok吗？

“Do the actions include a ban on all devices in the U.S.?”

对此，让-皮埃尔依旧没直说，她的回答有些“磕巴”：

“我能说的就是：白宫不用TikTok。”

“What I would say is this: The White House does not use TikTok.”

此外，她还说明议会采取了行动，要付诸法律云云。

这下倒是给记者整蒙了：“让我猜猜我理解的对不对：如果总统没有签署针对全国设备的TikTok禁令，那是他不觉得其危害国家安全，还是他从法律机制上不能这样做呢？”

“I guess what I’m trying to understand is: You know, has the President not issued a federal ban on TikTok on all devices because he does not think it’s a threat to national security or because he does not have a legal mechanism to do so?”

面对这样的问题，让-皮埃尔则声称“特别特别的明确”：

“我不会说拜登在法律上具体做什么或者不做什么。我说的是，我们很明确，你也知道，TikTok有问题，有麻烦。所以，我们担心其收集美国人的数据，担心对于国家安全的潜在风险。我们对此特别特别的明确。”

“I’m not going to get into the specifics on what he has legally to do so or to not do so. What I’m saying — and we’ve been very clear that TikTok, you know, poses a problem and an issue. And so, we have concerns about that as it relates to Americans’ data — collecting Americans’ data and the potential national security risk. And we’ve been very, very clear on that.”

白宫曾邀“网红”助阵引质疑

实际上，尽管白宫一再扯起“危害国家安全”的大旗，但是总统拜登还曾邀请TikTok网红参与到民主党的政治宣传中。据华盛顿邮报的报道，去年10月，民主党为网红们提供了免费的华盛顿特区之旅，可以和前总统奥巴马聊天，并且与拜登在总统办公室中交流。这些被邀请到白宫的网红，总共有超过6700万计粉丝。

当天的发布会上，有记者也对此提出疑问：一方面要对TikTok采取措施，一方面又邀请网红前来助阵。如果按照危害国家安全的说辞，这是正确利用此类软件的方法吗？

让-皮埃尔则先重申了一遍“白宫不用TikTok”，而后也承认：白宫需要“在美国人都在的地方”去接触他们，而现实就是，很多美国人，上百万的美国人，都在TikTok上。

“But one thing that we do believe in is meeting the American people where they are. And the reality is some — many of them — millions of them are — are on this app.”

也许中国外交部发言人毛宁对于相关事件的表态，可以解答这名记者的问题。

“美国作为世界头号大国，竟然如此惧怕一款青年人喜爱的应用软件，未免太不自信了。”

“How unsure of itself can the world’s top superpower be to fear a young people’s favorite app like that? ”
