US President Donald Trump on Tuesday signed into law the Hong Kong Autonomy Act, which imposes sanctions on Chinese individuals and businesses. 

 

Trump also said that he signed an executive order ending the preferential treatment that Hong Kong has long enjoyed. 

 

美国CNBC消息称，特朗普当时在白宫玫瑰花园发表了很长的演说，但宣布“制裁中国”的内容只有草草几句，然后他迅速把话题转到了竞选主题上，开始抨击竞选对手、民主党总统候选人拜登。

 

Trump began his speech in the Rose Garden focused on targeting China’s actions, but quickly pivoted to lash out at an array of his political opponents – especially presumptive Democratic presidential nominee Joe Biden.

外交部：美方阻挠实施香港国安法的图谋永远不可能得逞

 

外交部15日发布声明表示，近日，美方不顾中方严正交涉，将美国会通过的所谓“香港自治法案”签署成法。美方法案恶意诋毁香港国家安全立法，威胁对中方实施制裁，严重违反国际法和国际关系基本准则，是对香港事务和中国内政的粗暴干涉。中国政府对此坚决反对，予以强烈谴责。

 

In disregard of China's serious representations, the United States recently signed into law the so-called "Hong Kong Autonomy Act" passed by its Congress. The Act maliciously denigrates the national security legislation for Hong Kong, and threatens to impose sanctions on China. It seriously violates international law and the basic norms underpinning international relations. It constitutes gross interference in Hong Kong affairs and China's internal affairs. The Chinese government firmly opposes and strongly condemns this move by the United States.

 

《中华人民共和国香港特别行政区维护国家安全法》的制定和实施完全符合中国宪法和香港基本法有关规定，将为“一国两制”行稳致远提供制度和法律保障，有利于维护国家主权、安全、发展利益，有利于保障香港长治久安和长期繁荣稳定，得到包括广大香港同胞在内的全体中国人民的一致拥护和赞同。

 

The enactment and enforcement of the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (SAR) is fully consistent with the relevant provisions of the Chinese Constitution and the Basic Law of the Hong Kong SAR. It provides the institutional and legal safeguards for the sound and sustained implementation of "one country, two systems", and serves to uphold sovereignty, security and development interests of the country as well as the long-term stability and prosperity of Hong Kong. The Law is unanimously supported and endorsed by all the Chinese people including the people in Hong Kong.

 

香港是中国的特别行政区。香港事务纯属中国内政，任何外国无权干涉。中方捍卫国家主权安全、维护香港繁荣稳定、反对外部势力干预香港事务的决心和意志坚定不移。美方阻挠实施香港国安法的图谋永远不可能得逞。为维护自身正当利益，中方将做出必要反应，对美方相关人员和实体实施制裁。我们敦促美方纠正错误，不得实施所谓“香港自治法案”，停止以任何方式干涉包括香港事务在内的中国内政。如果美方一意孤行，中方必将予以坚决回应。

 

Hong Kong is a special administrative region of China. Hong Kong affairs are purely China's internal affairs. No foreign country has the right to interfere. China is firmly resolved to uphold its sovereignty and security, safeguard the prosperity and stability of Hong Kong, and oppose external meddling in Hong Kong affairs. The US attempt to obstruct the implementation of the national security law in Hong Kong will never succeed. In order to safeguard its legitimate interests, China will make necessary response and sanction the relevant individuals and entities of the United States. We urge the US side to correct its mistakes, not to enforce the so-called "Hong Kong Autonomy Act", and stop interfering in Hong Kong and other internal affairs of China in any way. If the US side insists on going in the wrong direction, China will respond resolutely.

外交部副部长召见美国驻华大使

 

15日，外交部副部长郑泽光召见美国驻华大使布兰斯塔德，就美国总统特朗普刚刚签署所谓“香港自治法案”及有关行政令提出严正交涉。郑泽光指出，美方法案及行政令恶意诋毁香港国家安全法，取消香港有关特别待遇，并威胁对中方实体和个人实施制裁。这是对中国内政的粗暴干涉，严重违反国际法和国际关系基本准则，中方对此坚决反对，予以强烈谴责。为了维护自身正当利益，中方将对美方错误行径作出必要反应，包括对美方相关实体和个人实施制裁。

 

郑泽光指出，美方炮制的所谓“香港自治法案”及行政令，关心的绝不是香港人民的“民主”、“自由”，而是妄图阻挠和遏制中国的发展，这一图谋永远不可能得逞。

 

Chinese Vice Foreign Minister Zheng Zeguang on Wednesday summoned US Ambassador to China Terry Branstad to lodge stern representations against US President Donald Trump's signing of the so-called Hong Kong Autonomy Act. This is a gross interference in China's internal affairs and a grave violation of international law and basic norms governing international relations, he said. Zheng said China firmly opposes and strongly condemns the action, noting that China will make necessary response to the erroneous actions to safeguard the country's legitimate interests, including imposing sanctions on relevant US entities and individuals.

 

Zheng made it clear that China will resolutely counter any bullying and unjust measures imposed by the U.S. and reiterated that any attempt to block China's growth is doomed to fail. 

 

"We urge the US side to change its course immediately, stop its slanders and provocations against China and not go further down the wrong path," Zheng stressed.

针对美方将美国国会通过的所谓“香港自治法案”签署成法，15日中方密集回应，对美方的行为予以强烈谴责。正如《新闻联播》主持人海霞在《主播说联播》中所说：

 

“这段时间，美国一些政客挺忙的，‘军售牌’‘南海牌’‘华为牌’轮番出，‘香港牌’也一直没停下。明眼人都能看出来，这些玩法一点都不高明。搞乱香港，遏制中国，明显就是损人又不利已的蠢招！香港的繁荣稳定，根源在于国家的支持和民众的奋斗，其他国家的瞎折腾动摇不了香港发展的基本盘。如果美国一定要兴风作浪，还是那句话：奉陪到底！”
