今天凌晨，天津市人民政府新闻办公室官方微博“@天津发布”通报称，天津市第138例本土新冠肺炎确诊病例病毒全基因组测序结果公布。
11月8日，天津市疾控中心对本市第138例本土确诊病例呼吸道标本和相关冷库环境涂抹样本，并进行了新冠病毒全基因组高通量测序和序列分析。
9日测序分析结果显示：与北美3至6月份流行毒株高度近似，属于L基因型欧洲家系分支II（北美分支）。

近期，疫情通过冷链输入的案例，已出现多起，再度为疫情防控敲响警钟。
天津新增本土确诊病例1例、无症状感染者1例，均与冷库高度关联
此前， 据8日下午天津疫情防控新闻发布会上通报，11月7日18时至8日8时，天津新增本地确诊病例1例，目前累计报告本地新冠肺炎确诊病例138例。
第138例本地新冠肺炎确诊病例，男，38岁，居住于天津市滨海新区汉沽街，系天津海联冷冻食品有限公司装卸工人。患者发病前14天有进口冷链食品接触史、无外出史，无疑似病例和确诊病例接触史、未接触发热或呼吸道症状患者。患者11月4日参与公司进口冷冻食品搬运工作。11月7日，山东省德州市通报该批冷冻食品发现外包装标本新冠病毒核酸检测阳性。8日2时许，该患者新冠病毒核酸检测阳性，即由120救护车转送至海河医院。

Tianjin launched emergency prevention action on Sunday after the city's disease control and prevention center confirmed a new COVID-19 case, but authorities said that the case is not likely to stir an outbreak in the city.
The patient is a 38-year-old man who works on a loading dock at Hailian Frozen Food Co in the municipality's Binhai New Area. He tested positive on Sunday after he was found to have handled a shipment of frozen pork on Wednesday.
Samples of the outer packing of the pork, which arrived in Tianjin on Oct 19 from Germany, tested positive for coronavirus on Saturday after being sent to Dezhou, Shandong province, triggering a test of its contacts, the Tianjin Centers for Disease Control and Prevention said.
在9日下午举行的天津市新冠疫情防控工作新闻发布会上，据天津市卫生健康委副主任、天津市疾控中心主任顾清通报，11月9日14时，从天津市防控指挥部获悉，天津市新增1名无症状感染者，为货车司机，曾到本地新增的第138 例确诊病例所工作的滨海新区中新生态城海联冷库拉货。
目前，该无症状感染者在海河医院进行隔离观察治疗。
经排查，该感染者在津尚未发现有密切接触者，11月5日在海联冷库接触的4名冷库员工及其25名密切接触者已全部进行核酸检测，结果均为阴性，目前正在进行集中隔离医学观察。

Tianjin reported a new asymptomatic case of COVID-19 on Monday afternoon. According to the city's epidemic prevention and control headquarters, the patient is a 47-year-old male driver who drove to Hailian Frozen Food Co in the municipality's Binhai New Area and loaded frozen food on Nov 5.
A 38-year-old man, who works on a loading dock at the company, was confirmed as a COVID-19 case on Sunday.
On Sunday morning, staff members of the city's disease control and prevention center got in touch with the driver as a related contact with the confirmed case.

"From Tuesday, intensive monitoring of key people will be carried out in medical institutions, units and communities with a risk of transmission," said Gu Qing, deputy director of the city's health committee. 据天津市疫情防控工作新闻发布会上通报，在11月9日5时20分，天津市卫健委接到东丽区卫健委报告，天津市东丽区疾控中心在对该区鑫汇洋冷库中食物样品、从业人员及外环境进行主动核酸检测排查中，发现其中1份进口带鱼包装样本核酸检测呈阳性。

截至目前，东丽区已累计采样1341份，涉及该冷库涉事货物的密接者8份及密切接触者的密切接触者113份样本，核酸检测均为阴性；扩大筛查人员339份，核酸检测结果均为阴性；以上人员均实施集中隔离医学观察。
涉事留存（印度）进口的200件冷冻带鱼外包装、其他国家（缅甸、巴基斯坦、印尼）进口的冷冻带鱼外包装、冷库转运电梯内壁和按钮涂抹样品881份，其中1份涉事留存（印度）进口的冷冻带鱼外包装样本核酸检测呈阳性。
目前，涉及天津市东丽区鑫汇洋冷库涉疫进口冷冻食品未发生传播到人的情况。相关暴露人员集中隔离医学观察、人员和冷链食品、环境等采样及核酸检测、终末消毒等工作仍在严格进行中。
此前，11月8日，从太原市新冠病毒肺炎疫情防控工作领导小组办公室获悉，7日，太原市在对进口冷链食品抽样检测中，发现1份从天津港销往太原市的印度产冷冻带鱼外包装箱样品新冠病毒核酸检测呈阳性。太原市立即启动冷链食品疫情防控应急预案，全部封存涉及该批次的所有冷冻带鱼，运输车辆及驾驶员已通报当地实施管控，对产品及环境进行全面消杀，对密切接触者全部进行集中隔离，同步开展核酸检测，所有相关人员核酸检测结果均为阴性。

9日，国务院联防联控机制印发进口冷链食品预防性全面消毒工作方案。方案要求，实现全流程闭环管控可追溯，最大程度降低新冠病毒通过进口冷链食品输入风险。在进口冷链食品首次与我境内人员接触前实施预防性全面消毒处理。

检测结果为阳性的，按规定作退运或销毁处理。检测结果为阴性的，海关部门组织指导督促查验场地经营者或进口企业，对进口冷链食品的集装箱内壁、货物外包装实施消毒。

进口冷链食品运输过程中，承运企业不得开箱。冷库接受进口冷链食品时，应如实记录并核对集装箱号及铅封号，做好货物的出入库记录，相关资料和记录应至少留存2年。

对从口岸放行的进口冷链食品，在社会冷库或企业冷库倒箱过车、入库存储前，相关生产经营单位查验货物所附的消毒证明，如未消毒，则在掏箱卸货时，对该批货物的集装箱内壁、货物外包装实施消毒。

Related products that are also required to be fully sterilized include the loading and transporting carriers, and the inner and outer packaging of the cold chain food.
The sterilization and regulation of cold chain food will involve multiple departments, including customs, transportation, health and sanitation, market supervision, local governments and relevant companies.
Importing enterprises must truthfully declare the relevant information on imported cold-chain food, and customs departments will strengthen the testing of imported cold-chain food in accordance with the risk monitoring plan.

通报称，王某某，男，51岁，11月8日13时45分因发热、鼻塞、乏力等症状，独自骑电动自行车至浦东新区医院就诊，入院体温37.5度。肺CT显示双肺多发磨玻璃样，该病例当晚按规范流程留置该院发热门诊隔离观察。9日上午经专家会诊后，转运至上海市公共卫生临床中心隔离治疗。

A local COVID-19 case was confirmed in Shanghai on Monday, according to the city's epidemic prevention and control agency's press conference. The last time a local infection case was reported in the city was on March 23.
The patient is a 51-year-old man living and working in Shanghai's Pudong district. He went to the fever clinic at Pudong District People's Hospital by electric bike on Sunday after showing symptoms of a fever, stuffy nose, and physical weakness.
The man became a confirmed case on Monday after expert consultation and was transferred to the Shanghai Public Health Clinical Center, the designated hospital to treat COVID-19 cases in the city.
该病例自述，自4月8日起在浦东机场西区航司货运站从事搬运工作，至今未曾离沪。自述发病前14天内无中高风险地区旅居史，无新冠病毒感染者接触史，近3个月内无其他医疗机构就诊史。
该病例在沪居住地为浦东新区祝桥镇江镇社区营前村。流行病学调查显示，除工作场所外，该病例14天内到访过江镇百品汇、江镇晚霞路菜场、妙境路社保中心等场所。
根据目前的调查情况，患者本人近期没有接触过冷冻食品，其从事的工作与确诊前的行动轨迹均与第三届进博会没有关联。
上海市疫情防控指挥部研究决定，将浦东新区祝桥镇营前村列为中风险地区。上海市其他区域的风险等级不变。中风险地区相关人员原则上不能离开上海。
The man, a resident of Pudong's Zhuqiao town, said he had worked as a cargo porter at Shanghai Pudong International Airport since April 8, and had never left Shanghai during the past months. He did not travel to medium- or high-risk regions of COVID-19 infection in past months.
