据新华网报道，日本原子力规制委员会18日审查通过了东京电力公司福岛第一核电站核污水排放计划。

 

Japan's Nuclear Regulation Authority (NRA) on Wednesday approved a plan to discharge radioactive wastewater from the disaster-hit Fukushima Daiichi nuclear power plant into the Pacific Ocean.

NHK报道称，这意味着日本核监管机构对核污水排放计划“亮绿灯”。

 

4月15日，日本原子力规制委员会已对东京电力公司核污水排放计划“大致同意”，并形成了“审查书”草案。5月18日，该委员会再次对“审查书”草案进行了确认，认为内容“没有问题”，同意了东京电力公司的核污水排放计划。

 

但是，在该排放计划获得正式认可前，还有一个月的“征集意见”环节。获得日本原子力规制委员会的认可和当地政府的同意后，东京电力公司可启动排放计划。当地报道显示，已有不少民众表达了对该计划的反对意见。

 

The NRA said the plan will go through a 30-day public review before becoming official. Local reports show many Japanese residents have expressed strong opposition to the plan.

 

日媒认为，接下来东京电力公司的排放计划能否获得福岛县等地方政府的同意将成为焦点。

在中国外交部5月19日的例行记者会上，外交部发言人赵立坚表示，中方对日本强推核污染水排海方案表示关切。

我们对有关报道表示关切。近段时间，日本政府、东京电力公司等就强推福岛核污染水排海计划动作频频，加快排海方案审批进程，启动核污染水管道排水口等工程建设。对于国际社会和国内民众的正当合理关切，日方拒不回应，时至今日，仍没有对福岛核污染水排海方案的正当性、核污染水数据的可靠性、净化装置的有效性、环境影响的不确定性等问题作出充分、可信的说明。日方这种自私自利的做法令人难以接受。

 

We have noted the relevant reports with concern. Recently, the Japanese government and the Tokyo Electric Power Company have made frequent efforts to push forward the plan to release the nuclear-contaminated from the Fukushima Daiichi nuclear power plant into the sea. They have accelerated the approval process for the discharge plan and started the construction of the tunnel outlet to dump the nuclear-contaminated water and other projects. Meanwhile the Japanese side has refused to respond to the legitimate and reasonable concerns of the international community and its own people. So far, it has been unable to offer a thorough and convincing explanation on issues regarding the legitimacy of the ocean discharge option, the reliability of relevant data, the efficacy of the treatment system and the uncertainty of environmental impact. Such selfish acts are unacceptable. 

 

日方应正视国际社会和日本国内广大民众的正当诉求，同包括周边邻国在内的利益攸关方和有关国际机构充分协商，寻找核污染水的妥善处置办法，而不是固守并强推排海方案。

 

The Japanese side should take seriously the legitimate appeals of the international community and the Japanese people and look for a proper way to dispose of the nuclear-contaminated water through full consultation with relevant international organizations and stakeholders including its neighboring countries, instead of sticking to and pushing forward its ocean discharge plan.

福岛：储存超百万吨核污染水

 

2011年3月11日，日本东北部遭遇强烈地震和海啸，引发福岛第一核电站重大辐射泄漏事故。东京电力公司为冷却废弃核反应堆内已熔化燃料棒而注入大量水，核电站内部及周边地区的雨水和地下水同样受到放射性物质污染，10多年来累积储存上百万吨核污染水。

 

Reactors at the Fukushima Daiichi plant suffered meltdowns in the March 2011 earthquake and tsunami disaster. Water used to cool the molten nuclear fuel mixes with rain and groundwater. About 1.29 million tons of treated water is currently stored on the premises of the plant.

 

2021年4月13日，日本政府正式决定将核污水过滤并稀释后排入大海。尽管日本渔业团体、部分地方官员等强烈反对这一处理方案，中韩等邻国也强烈反对和质疑，日本政府依然无视反对声音，计划于2023年春开始长期向太平洋排放所谓“放射性物质达标”的核污水。

 

In 2021, the Japanese government approved the release of over 1 million tonnes of irradiated water from the site after treatment into the ocean, starting around spring 2023. The announcement provoked concerns from local fishermen and objections from neighboring China and South Korea.

 

18日，国际原子能机构(IAEA)总干事格罗西抵达日本进行访问，据日本共同社报道，格罗西称“透明度”是排放问题的关键所在。

 

 

福岛第一核电站的核污染水含有放射性铯、锶、氚等多种放射性物质。日本政府和东京电力公司称，使用名为“多核素去除设备”的过滤设备可过滤掉除氚以外的62种放射性物质。

日方宣称，核污染水排放入海前将经过净化处理以大幅降低所含放射物水平。不过，氚难以从水中清除。海洋生态学专家和环保人士指出，这一方案对人类社会和海洋生态环境健康的潜在威胁难以估量。

 

It is treated to remove most of the radioactive materials, but the filtered water still contains tritium. But concerns persist about potential reputational damage from the region.
