据日本媒体近日报道，有关福岛第一核电站核污染水排入大海的计划即将执行。

据日本放送协会（NHK）报道称，6月26日，东京电力公司有关排放设备建设的系列工程结束，相关设备也面向媒体公开。

The operator of the troubled Fukushima Daiichi nuclear power plant has shown the media a system it plans to use to release treated and diluted water from the facility into the ocean. Tokyo Electric Power Company, or TEPCO, completed the construction of the system on Monday.

据日媒报道，日本核监管机构原子能规制委员会28日开始对福岛第一核电站核污染水排海设备进行使用前的全面检查，此次检查预计于30日结束。NHK报道称，此次检查为最后阶段检查。

日本原子能规制委员会目前已向当地派遣了4名检查人员，将针对排海设备是否会出现泄漏、抽水机的状况、以及发生异常时紧急停止排放的设备能否正常运作等进行确认。若检查合格，核污染水排海设备将全部就绪，日本原子能规制委员会将在一周左右向东京电力公司发放相关证明。



Nuclear Regulation Authority officials started checking the performance of the entire facility on Wednesday. Four nuclear inspectors are at the site. They will check for leaks and other abnormalities by passing fresh water in place of treated water through the system. They will also check the pumps that will be drawing up large amounts of seawater and make sure emergency shut-off valves are working properly. Nuclear regulators say they expect to complete the inspection by the end of this month at the earliest, and to put together a report on the results in about a week.

而就在前几天，还有韩国媒体报道称，日本政府向国际原子能机构提供100余万欧元政治献金，换取对日方有利的验证结论。该报道称，有不愿透露姓名的知情人士表示，日本政府提前获取了该机构对于核污水处理的报告草案，对草案提出了实质性的修订方案，并对报告的最终结论施加了不当影响。

As Japan gets closer to releasing the Fukushima nuclear-contaminated water into the sea, South Korean media on June 21 revealed that the Japanese government has made a political donation of more than 1 million euros to the IAEA in order to resolve differences of opinion between the IAEA and third country experts conducting a review of the nuclear-contaminated water from the Fukushima Daiichi Nuclear Power Plant. According to the media reports, anonymous sources close to the matter said that the Japanese government had obtained the draft final assessment report from the IAEA's Fukushima contaminated water disposal working group in advance and proposed substantive amendments, exerting undue influence on the final report conclusions.

对于韩国媒体的言论，日本外务省予以否认。



韩联社报道称，韩国政府23日表示，争取通过双边磋商实时共享日方排核入海信息，以确认日方是否按计划排放福岛核污水。

近日，韩国媒体报道称，匿名知情人士称日本政府提前获得了国际原子能机构福岛核污染水处置技术工作组最终评估报告草案，并提出实质性修改意见，对最终报告结论施加了不当影响。日本官员给了机构秘书处工作人员100余万欧元。请问中方对此有何评论？

毛宁表示：

中方高度关注有关报道。日本政府有责任对相关报道给出令人信服的解释。国际原子能机构秘书处也应该作出回应。事实上，报道加剧了国际社会对日本核污染水排海的担忧，人们有理由质疑国际原子能机构技术工作组最终评估报告结论是否公正客观。

The report has come to our serious attention. The Japanese government has a responsibility to give a credible explanation and the public also needs a response from the IAEA Secretariat. What’s in that report has increased the world’s concern over Japan’s discharge of nuclear-contaminated water into the ocean. People have every reason to question the impartiality and objectivity of the final review report of the IAEA Task Force. 

中方在此问题上的立场是一贯的。核污染水排海关乎国际社会共同利益，不是日方一家私事。中方敦促日方正视国际社会和国内民众关切，停止强行推动排海计划，切实以科学、安全、透明的方式处置核污染水，并接受严格的国际监督。中方希望国际原子能机构秘书处秉持客观、专业、公正原则，充分尊重和采纳技术工作组各方专家意见，拿出一份经得起科学和历史检验的评估报告，不为日方排海方案背书。国际社会将拭目以待。

China’s position on the discharge of the nuclear-contaminated water into the ocean is consistent. The discharge affects the common interests of the international community. It is not Japan’s domestic affair. China urges Japan to take seriously both international and domestic concerns, stop forcibly proceeding with its ocean discharge plan, handle the nuclear-contaminated water in a science-based, safe and transparent way and subject itself to rigorous international oversight. We also hope that the IAEA Secretariat will act in an objective, professional and just manner, fully respect and adopt the views of experts of all parties in the Task Force and present a review report that can withstand the test of science and history, instead of endorsing Japan’s discharge plan. The world is watching with eyes wide open.
