Since 1953, China started making five-year plans for social and economic development. The most recent one is the 13th Five-Year Plan, which was enacted in 2016. In September, when President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee, inspected Hunan province, he said the country is about to accomplish major goals and tasks set out in the 13th Five-Year Plan and is set to embark on a journey to fully build a modern socialist country. Over the past five years, China has made historic progress. China now has the world’s largest middle-income population and is set to end absolute poverty. Its economy has grown close to 100 trillion yuan with a per capita GDP exceeding 70,000 yuan. Transitioning from a phase of rapid growth, China’s economy has been at a stage of high-quality development. In the wake of the COVID-19 pandemic, China’s economic recovery has picked up steam. As the International Monetary Fund noted, China could be the only major economy to see growth this year. High-quality development has also been made in other areas. Over the past five years, there have been improvements in the environment. The pollution control goals set out in the 13th Five-Year Plan have been met. Clean energy such as electricity has been used to replace coal. Urban residents now breathe in unpolluted air for 82 percent of the days in a year. Technological innovation has been given more attention. In 2019, China’s research and development (R&D) spending reached 2.21 trillion yuan, up from 1.42 trillion yuan in 2015. China now owns 45 percent of the top 500 supercomputers in the world and the largest number of patents in 5G telecommunication technology. More importantly, the Chinese government has been working on bettering people’s standard of life. Over 95 percent of the population is covered by basic health insurance plans. In the nine-year compulsory education stage, the number of dropouts due to poverty fell to zero. In the war against COVID-19, the Chinese leadership has taken all efforts to save people’s lives, not giving up on any life and covering all medical costs for treating confirmed coronavirus patients. From Oct 26 to 29, the Fifth Plenary Session of the 19th CPC Central Committee in Beijing discussed the country’s 14th Five-Year Plan (2021-25).
