我国本轮疫情流行高峰已经过去，风险慢慢转为境外输入风险。如何加强对输入患者的管控，避免境外输入患者成为新的传染源，成为大家关注的焦点。

国家卫生健康委员会数据显示，3月16日0—24时，新增报告境外输入确诊病例20例（北京9例，上海3例，广东3例，浙江1例，山东1例，广西1例，云南1例，陕西1例）。截至3月16日24时，累计报告境外输入确诊病例143例。

隐瞒病情被立案侦查

最近，在一些地方出现了隐瞒病情的入境病例，相关部门也公布了应对措施。

北京市公安局官方微博@平安北京周一发布通报，顺义公安分局以涉嫌妨害传染病防治罪，已对从美国乘坐航班回国、但没有如实反映健康状况的黎某立案侦查。

A woman who flew to Beijing from the United States but did not report her health condition to the flight crew is being investigated by police in the city's Shunyi district for allegedly hindering the prevention of infectious diseases, the Beijing Public Security Bureau said on Monday.

通报中显示，13日北京市报告1例从美国输入的确诊病例，现年37岁的黎某长期定居美国马萨诸塞州。

Last Friday, Li, who lives in Massachusetts, was reported as an imported confirmed case of the novel coronavirus by the municipal government. 


 
3月14、15日，北京市疾控中心和中国国际航空公司在北京市新冠肺炎疫情防控工作新闻发布会上通报，黎某在美期间已出现发热、咳嗽等症状，并多次在当地就诊，在美国登机前曾服用退烧药，登机后未如实向乘务人员提供个人健康状况及丈夫、儿子等同行人员情况，给同机人员造成传染风险。目前，黎某正在定点医院接受治疗，其丈夫、儿子接受隔离观察。

Over the past weekend, the Beijing Center for Disease Prevention and Control and Air China said in news releases that Li had symptoms, including cough and fever, and went to see a doctor several times in the US. It noted Li is receiving medical treatment at a designated hospital in the capital, and her husband and son, who returned to Beijing with her, are being quarantined and are under medical observation. 

北京市公安局表示，当前防范境外疫情输入是防控工作的重中之重，所有入境进京人员应严格遵守相关法律及疫情防控相关规定。

The Beijing Public Security Bureau said on Monday that preventing the epidemic from overseas has become the top priority of its work, calling for all people entering in the city to strictly abide by laws and regulations against the virus.

此前，郑州确诊一例境外输入病例，患者因为刻意隐瞒境外行程，也已被当地警方立案侦查。
 


面对当前情况，我国已经对通过航班、铁路、船运以及公路入境的旅客采取了更严格的筛查和隔离措施。

16日上午，最高人民法院、最高人民检察院、公安部、司法部、海关总署联合发布《关于进一步加强国境卫生检疫工作 依法惩治妨害国境卫生检疫违法犯罪的意见》，提出六类可能定罪入刑的妨害国境卫生检疫行为。
 


小汤山医院启用

面对每天大量入境人员，又该如何做好隔离检测工作？

北京市政府在上周日表示，所有境外进京人员，均应转送至集中观察点进行14天的隔离观察。集中隔离观察期间，隔离人员费用需要自理。

Beijing government said last Sunday that all international arrivals in the city will be required to be isolated at designated facilities even if they do not have coronavirus symptoms. The spending for such isolation will be covered by the travelers themselves.

3月16日，北京小汤山医院重新启用，将主要用于境外来（返）京人员中需筛查人员、疑似病例及轻型、普通型确诊患者的筛查和治疗。

Beijing's Xiaotangshan Hospital began new operations on Monday to screen and treat people entering China from overseas with COVID-19. The hospital will treat those with mild and moderate symptoms of coronavirus infection. 


 
17年前，为了有效控制SARS疫情，北京在7天内建成小汤山医院；17年后，小汤山医院修缮工程启动。

小汤山医院设床位1000余张，主要用于北京海关检疫后有风险人员的进一步医学筛查。

The hospital, which has more than 1,000 beds, will observe and treat travelers at high risk of infection, following up on airport screenings.

对确诊病例或疑似病例收进医院进行治疗，对筛查后未发现异常的旅客将由目的地省份以安全适宜方式运回本地，京内旅客由各区接回，实施集中隔离医学观察14天，实现闭环运行和管理。


 
小汤山医院扩建区域的病房设施等所有设施均已验收合格。同时，小汤山医院还从市属医院中选派了数百名医护人员，专业涵盖感染、急诊、重症、放射、中医等，已完成系统的业务及防护培训。

All facilities and equipment used at the hospital passed inspection before being put into operation, and the capital has assigned several hundred medical personnel from various disciplines — infectious diseases, emergency, intensive care, radiation and traditional Chinese medicine — to the hospital.

另据新华社3月12日报道，北京市已启用新国展作为首都机场疫情高发国家入境旅客的转运集散地。据悉，此集散地用于经机场检疫后未出现发热、咳嗽等症状的低风险人群临时集散，而后再由相关省（区、市）和北京市各区接转旅客。


 
海关总署政策法规司司长王军说表示，希望广大出入境旅客，一定要如实完整、准确填报《健康申明卡》，并配合海关做好体温监测医学巡查、流行病学调查等各项卫生检疫措施。



这既是对本人和家人健康安全的保护，也是必须履行的法律义务，怀着侥幸心理，不仅要承受全社会的舆论谴责，还将面临牢狱之灾。
