5月3日晚，有网友爆料成都一快递网点出现了大量的宠物盲盒，很多小猫小狗奄奄一息。有关“宠物盲盒”的话题，引发网络热议。

Netizens reported on May 3 that a large number of pet blind boxes were found at an express delivery station in downtown Chengdu, with many cats and dogs in danger of dying. The news quickly triggered heated discussion on Weibo.

据《新京报》报道，这些小猫小狗大约在1-3个月左右，其中大部分当时濒临窒息。

The cats and dogs in the boxes were between one month and three months old and most of them were on the verge of suffocating, as reported by the Beijing News.

报道称，当晚视频显示，有志愿者在成都市金牛区中通快递点附近发现一辆快递货车，车上运载的动物大约有160多只。商家以售卖盲盒的名义将活体宠物快递至买家。这些猫狗未出成都，即被志愿者解救。志愿者拦下货车后联系了警方和相关机构。目前，动检部门已依法暂扣所有猫狗，除了四只已经死亡，其余均转移到石板滩宠物城临时安置，同时进行抽检。

Video footage shows the cries of cats and dogs coming from the delivery truck. More than 160 cats and dogs were found at the scene，according to reports. These pets except for four that had already died were rescued by local residents and volunteers, and temporarily housed in pet shops and hospitals.

中通回应：网点违规揽收，将整改

5月4日晚，中通快递公司对此事件做出了回应。在官方微博中，中通快递称该网点“违规揽收”，同时向公众、媒体和客户“诚挚道歉”。集团总部决定自5月5日起暂停该网点快递揽收业务，配合相关部门调查，同时中通快递四川管理中心相关责任人停职检查，扣除其全年绩效奖金，中通快递也将开展全面自查整改。

The company operating the facility, ZTO Express responded on Tuesday on Sina Weibo, saying that these blind boxes of living pets were sold on e-commerce platforms and the express station agreed to send them which represented a violation of regulations. "The facilities operations have been suspended and all staff will cooperate with the authority to investigate the case," the announcement said.
 


不过，中通的这一通报并没能平息网友的不满，大家谴责日益增多的“宠物盲盒”现象。有网友评论写道，包括买家、卖家和物流公司在内，都应该受到谴责。

The company's announcement did not quiet down the anger of netizens who condemned repeated emergence of blind boxes of living pets as a business. "All related people in the case, sellers, buyers and express companies, should be punished," one netizen commented.



 
据央视新闻报道，经查询，部分电商平台确实有宠物盲盒售卖行为。为了吸引客户，开出高价值的品种猫狗的噱头，实际上进行非品种宠物的售卖，有些甚至是病猫病狗。

据Global Times报道，电商平台上的“宠物盲盒”往往打着“纯种”噱头，但是其中大部分动物都是乡村地区常见的土猫土狗。还有很多动物会在运输途中、接收或退还途中死亡。

The advertisements of these blind boxes on e-commerce platforms often said that the pets are "purebred," but when customers received the boxes, many of them found the pets were a ranged from strays to mixed breeds typically seen in rural parts of the country. Many animals die in transit, expiring before they arrive to the purchaser, or during the return journey.

5月5日，针对有快递网点违规接单“宠物盲盒”一事，成都市邮政管理局称已立案调查，将在全市邮政快递行业内，部署开展违规收寄活体动物专项排查整治。

我国法律法规对寄递活物也有明确规定：
 
《邮政法实施细则》第三十三条规定，禁止寄递或者在邮件内夹带的物品包括各种活的动物。
 


《动物防疫法》第五十一条、五十二条明确规定，屠宰、经营、运输的动物，以及用于科研、展示、演出和比赛等非食用性利用的动物，应当附有检疫证明；经营和运输的动物产品，应当附有检疫证明、检疫标志；经航空、铁路、道路、水路运输动物和动物产品的，托运人托运时应当提供检疫证明，没有检疫证明的，承运人不得承运。


 
央视评：宠物盲盒是对人性的背离

“宠物盲盒”并非新鲜事物。此前，已经出现不少“乌龟盲盒”“仓鼠盲盒”的商品，甚至还有白鼠、蝎子、蜘蛛、蜥蜴等。从消费者评价看，买来是当作宠物饲养。有消费者说，“揭开盒盖的那一瞬间，惊喜与惊吓都有可能”。不过，相关盲盒一直备受批评。
