鉴于立陶宛不顾中方抗议和交涉，执意成立所谓“台湾驻立陶宛办事处”一事，我国决定将与立陶宛的外交关系降为代办级，坚决捍卫国家主权和领土完整。
外交部11月21日发表声明。全文如下：
11月18日，立陶宛不顾中方严正抗议和反复交涉，允许台湾当局设立“驻立陶宛台湾代表处”。此举公然在国际上制造“一中一台”，背弃立方在两国建交公报中所作政治承诺，损害中国主权和领土完整，粗暴干涉中国内政。中方对此表示强烈不满和严正抗议，决定将中立两国外交关系降为代办级。
On November 18, Lithuania, in disregard of China’s strong protest and repeated representations, allowed the Taiwan authorities to set up a “Taiwanese Representative Office in Lithuania”. This act openly creates the false impression of “one China, one Taiwan” in the world, renounces the political commitment made by Lithuania in the communiqué on the establishment of diplomatic relations with the People's Republic of China, undermines China’s sovereignty and territorial integrity, and grossly interferes in China’s internal affairs. The Chinese side expresses its strong indignation and protest against this move, and decides to downgrade its diplomatic relations with Lithuania to the chargé d’affaires level.
世界上只有一个中国，中华人民共和国政府是代表全中国的唯一合法政府。一个中国原则是国际社会普遍共识和公认的国际关系准则，是中国同立陶宛发展双边关系的政治基础。中国政府从维护中立关系的善意出发，一再警示立方不要再做背信弃义的事情。遗憾的是，立陶宛无视中国政府的严正立场，罔顾双边关系大局，罔顾国际关系基本准则，执意允许以台湾名义在立陶宛设立“代表处”，在国际上制造恶劣先例。鉴于中立赖以建立大使级外交关系的政治基础遭到立方破坏，中国政府为了维护自己的主权和国际关系基本准则，不得不将中立两国外交关系降为代办级。立陶宛政府必须承担由此产生的一切后果。我们敦促立方立即纠正错误，不要低估中国人民捍卫国家主权和领土完整的坚强决心、坚定意志、强大能力。
There is only one China in the world and the government of the People’s Republic of China is the sole legal government representing the whole of China. The one-China principle is an overwhelming consensus of the international community, a widely recognized norm governing international relations, and the political foundation for China and Lithuania to develop bilateral ties. The Chinese government has, out of goodwill to preserve China-Lithuania ties, repeatedly warned Lithuania against acting in bad faith. Regrettably, Lithuania has chosen to ignore China’s solemn position and to disregard the broader interests of bilateral ties and the basic norms governing international relations. It has allowed the establishment in Lithuania of the “Representative Office” bearing the name of Taiwan, thus creating an egregious precedent in the world. Given the fact that the political foundation for an ambassadorial-level diplomatic relationship has been damaged by Lithuania, the Chinese government, out of the need to safeguard national sovereignty and basic norms governing international relations, has no choice but to downgrade its diplomatic relations with Lithuania to the chargé d’affaires level. The Lithuanian government must bear all the ensuing consequences. We urge the Lithuanian side to immediately put right its mistake and not to underestimate the Chinese people’s strong resolve, will and capability to defend national sovereignty and territorial integrity.
我们也正告台湾方面，台湾从来不是一个国家。无论“台独”势力如何歪曲事实、颠倒黑白，都改变不了大陆和台湾同属一个中国的历史事实。企图挟洋自重，搞政治操弄，最终必将是死路一条。
We also have this stern warning for the Taiwan authorities: Taiwan is never a country. No matter how “Taiwan independence” forces try to misrepresent facts and confound black and white, the historical fact that the mainland and Taiwan belong to one and the same China cannot be changed. Attempts to seek foreign support for political manipulation will prove a dead end.

18日晚，外交部就立陶宛批准台湾当局设立所谓“驻立陶宛台湾代表处”发表谈话。
在19日的外交部例行记者会上，针对有记者问及中方将采取怎样的应对措施，发言人赵立坚作出回应：

The Lithuanian government, in disregard of the Chinese side's strong objection and repeated dissuasion, has approved the establishment of the so-called "Taiwanese Representative Office in Lithuania" by the Taiwan authorities. This act creates the false impression of "one China, one Taiwan" in the world, flagrantly violates the one-China principle, and renounces the political commitment made by Lithuania in the communiqué on the establishment of diplomatic relations with the People's Republic of China. It undermines China's sovereignty and territorial integrity, and grossly interferes in China's internal affairs. The Chinese government expresses strong protest over and firm objection to this extremely egregious act, and will take all necessary measures to defend national sovereignty and territorial integrity. The Lithuanian side shall be responsible for all the ensuing consequences.
世界上只有一个中国，台湾是中国领土不可分割的一部分，中华人民共和国政府是代表全中国的唯一合法政府。我们要求立方立即纠正错误决定。我们也正告台湾当局，妄图挟洋谋“独”是打错了算盘，注定逃脱不了失败的下场。
There is but one China in the world, Taiwan is an inalienable part of China's territory, and the government of the People's Republic of China is the sole legal government representing the whole of China. We demand that the Lithuanian side immediately correct its wrong decision. We also have this stern warning for the Taiwan authorities: Seeking "Taiwan independence" by soliciting foreign support is a totally misguided attempt that is doomed to fail.
对于中方将采取何种必要措施，可以拭目以待。立方咎由自取，必将自食其果。
As to what necessary measures China will take, you may wait and see. The Lithuanian side shall reap what it sows.

Lithuania recently followed through its treacherous decision to allow the Taiwan authorities to open a "representative office" under the name of "Taiwan" in the country.
Such a blunt provocation against the one-China principle betrays its promise to honor the one-China principle when the European country forged diplomatic ties with Beijing. As the Chinese government has repeatedly warned before, Lithuania will ultimately pay a heavy price for its recklessness.
人无信不立，国无信则衰。立方在1991年签署的《 中华人民共和国和立陶宛共和国建交联合公报》中曾明确承诺：“立陶宛共和国政府承认中华人民共和国政府是中国的唯一合法政府，台湾是中国领土不可分割的一部分。立陶宛共和国政府承诺不和台湾建立官方关系和进行官方往来。”白纸黑字，世人共睹。如今立方罔顾国家信誉，背弃其政治承诺，损害中国主权和领土完整，粗暴干涉中国内政，性质极为恶劣。中国政府表示强烈抗议和坚决反对，将采取一切必要措施，捍卫国家主权和领土完整。由此产生的一切后果由立方负责。
In the joint communique the two countries signed in 1991 on the establishment of bilateral diplomatic relations, Lithuania recognizes "the government of the People's Republic of China as the sole legal government of China and Taiwan as an inalienable part of the Chinese territory." It also promises in black and white the obligation not to establish official relations or engage in official contacts with the Chinese island province.
However, Lithuania has brazenly breached its obligations by challenging the one-China principle and meddling in China's domestic affairs.
世界上只有一个中国，台湾是中国领土不可分割的一部分。包括《开罗宣言》《波茨坦公告》在内的一系列国际法文件都明确无误地确认了中国对台湾的主权。一个中国原则是公认的国际关系准则和国际社会普遍共识，是中国同包括立陶宛在内的国家和国际组织发展双边关系的政治基础。中方始终坚决反对建交国同台湾进行任何形式的官方往来，反对建交国同台湾互设所谓“代表处”。早在上世纪70年代中国与欧共体建立正式关系之时，欧方就承诺“不同台湾保持任何官方关系或缔结任何协定。”这一承诺对欧盟及成员国构成法定义务和约束，立方应该心知肚明，言而有信。
It is widely acknowledged that there is only one China and that Taiwan is an inalienable part of Chinese territory, and China's sovereignty over Taiwan has been clearly confirmed in a number of international law documents including the Cairo Declaration and the Potsdam Declaration.
The one-China principle, a universal consensus of the international community, serves as the political foundation of the relations between China and countries worldwide, including Lithuania. The Chinese government has all along opposed countries having diplomatic ties with Beijing allowing the establishment of the so-called "Taiwan representative office."
台湾问题涉及中国核心利益，立方未充分认识台湾问题的高度敏感性，不听规劝我行我素，是与14亿多中国人民过不去，与国际社会普遍共识过不去，与绝大多数国家遵守的“铁规”过不去，最终必将为此付出代价！如果以为可以把台湾当作一张牌，企图通过它损害包括台湾人民在内的全体中国人民的利益，以此为个别人、个别势力谋取私利，那是完全打错了算盘。
The Taiwan question concerns China's core interests and brooks no trampling. Any attempt to play tricks with it is a dangerous miscalculation.
Lithuania has gone its own way in defiance of the will of the 1.4 billion Chinese people, the general consensus of the international community and the norms recognized by the vast majority of countries. It is a totally wrong decision to play the "Taiwan card" in attempts to contain China, and Lithuania will eventually shoot itself in the foot.
时代潮流，浩浩荡荡。中国政府和中国人民实现祖国统一大业的决心是无法动摇的，维护国家领土主权完整是不可触碰的底线。“台独”是死路一条，任何妄图在国际上制造“两个中国”或“一中一台”的图谋都不会得逞。两岸统一的历史大势，是任何人任何势力都无法阻挡的！立陶宛想与“台独”分裂势力沆瀣一气，同流合污，乃是逆历史大势而动，其结果不过是螳臂当车，注定失败。
Seeking "Taiwan independence" can only leads to a dead end. The Taiwan question is purely an internal matter for China, one which brooks no external interference. Soliciting foreign support is a totally misguided attempt that is doomed to fail, and any attempt or conspiracy to create "two Chinas" or a false impression of "one China, one Taiwan" will have no chance of succeeding.
我们正告立陶宛方面，立即纠正错误决定，亡羊补牢，为时不晚，不要在错误的道路上走到黑。我们也正告台湾当局，妄图挟洋谋“独”是打错了算盘，注定逃脱不了失败的下场。任何人都不要低估中国人民捍卫国家主权和领土完整的坚强决心、坚定意志、强大能力。“台独”是绝路一条，任何逆历史潮流、挟洋自重的图谋注定将以失败告终。
Lithuania should redress its wrong decision and refrain from going too far on the wrong path. Meanwhile, the Taiwan authorities should stop trying to count on foreign forces to split Taiwan from China. This is because the determination of the Chinese government and the Chinese people to realize the great cause of the national reunification will always be unshakable.
立陶宛的“台湾牌”注定打成一手“废牌”！

今年以来，立陶宛政客跟在美国后面搞所谓的“价值观外交”，频频打“台湾牌”挑衅中方，希望能以此吸引美国的注意。立方一意孤行，公然违背一个中国原则冒险挑衅，充分暴露出立陶宛政客的战略短视。
正告立陶宛：这么干，路可就走窄了。台湾问题是中国的“红线”，任何人打所谓“台湾牌”都是蚍蜉撼树、蠢而不自知，千万不要低估中国人民捍卫国家主权和领土完整的坚强决心、坚定意志和强大能力。今天狐假虎威，明天树倒猢狲散，到头来可得吃不了兜着走。
在此，我们也正告“台独”分子，任何企图将分裂图谋国际化的“小算盘”，不过是走夜路吹口哨，自己给自己壮胆罢了。早日看清祖国统一的时与势，停止挟洋自重、摇尾乞怜才是唯一出路。
