据新华社报道，针对近日西安市多起群众反映的看病就医难突出问题，中共中央政治局委员、国务院副总理孙春兰1月6日上午召开专题会议部署医疗服务保障工作，深入了解情况，查找问题症结，研究完善政策措施，有关部门和地方负责同志作了检查。

 

她指出，发生这样的问题十分痛心、深感愧疚，暴露出防控工作存在不严不实的问题，教训深刻。疫情防控本身是为了人民的健康、为了护佑每一个生命。医疗机构的首要职责是提供医疗服务，因此防疫期间决不能以任何借口将患者一拒了之。要深入贯彻习近平总书记重要指示精神，统筹做好疫情防控和医疗服务保障工作，完善疫情条件下医疗服务管理运行机制。要根据不同患者的就医需求进行分类救治，对急危重症患者，不论有没有核酸证明，在医护人员做好防护的前提下，都要第一时间收治；对透析患者、放化疗等肿瘤患者以及孕产妇、新生儿等急需就医的，要设置定点医院，保障连续的医疗服务；对慢性病人的用药问题，要适当延长处方用量，通过社区卫生服务中心送药上门。

Multiple complaints have been made about the difficulty of accessing medical services in Xi'an, the capital city of Northwest China's Shaanxi province, which is experiencing a COVID-19 resurgence.

 

Sun, also a member of the Political Bureau of the Communist Party of China Central Committee, said it is sad that such cases have occurred and lessons should be learned.

 

The purpose of epidemic control is to keep the people healthy and safeguard lives, while the prime responsibility of medical institutions is to provide medical services, Sun noted.

 

With the medical personnel under proper protection, patients in serious or critical conditions must be treated immediately, with or without the proof of nucleic acid tests, Sun said, calling for designated hospitals to provide continuous service to patients in urgent need.

据了解，针对西安高新医院孕妇流产事件，陕西省委和省政府立即成立联合调查组，对相关责任人进行了处理，深刻汲取教训，完善整改措施。省市联合召开二级以上医疗机构专题会议，明确发热门诊应开尽开，不得随意拒接急危重症患者，不得以疫情防控为由拒绝发热患者。要紧盯特殊人群、重点人员就医需求，加快摸排透析患者、孕产妇、新生儿等底数，扩大定点医院数量，加强急救车辆储备，着力打通看病就医的“最后一米”，切实满足封控区、管控区隔离观察人员和健康码为红码或黄码等风险人员的诊疗需求。针对更广泛人群定点咨询用药需要，采取互联网医院、互联网药店以及预约电话、服务热线等综合措施，合理分流普通群众的日常咨询、慢病用药等服务。

西安通知：明确各类人员就医流程

 

据央视新闻报道，1月7日，陕西西安发布关于进一步明确各类人员就医流程的通知，明确工作职责，引导患者合理就医。

 

①全市各社区（村）、西安急救中心和各医疗机构均不得以查验核酸48小时阴性证明作为进出小区就医、转送病人和接诊的限制。

 

②患者到达接诊医院后，凡无48小时核酸阴性证明的，同步采集核酸后，即可正常就诊。如确需转诊，须在稳定患者生命体征的前提下，由接诊医院负责联系转诊医疗机构。任何医疗机构不得以任何理由推诿、拒诊患者。

 

③不得因抽调医护人员核酸采样而导致基层医疗机构停诊。

 

④各街道（镇）要做好辖区内孕产妇、肿瘤放疗化疗、血液透析等患者登记造册，提前预约就诊。

6日举行的西安市新冠肺炎疫情防控工作新闻发布会上，西安市卫生健康委主任刘顺智代表西安市卫健委就“孕妇在高新医院等待2小时后流产”事件道歉，同时对疫情期间特殊人群就医通道不顺畅、工作要求落实不到位进行道歉。

刘顺智表示，事件发生后，经陕西省、西安市卫健委组织专家调查，高新医院存在分诊识别不精准、专科介入不及时、流程处置不高效、应急预案不充分等问题，事件属责任事故。西安市卫健委已经要求高新医院向患者表达诚挚的道歉，补偿损失，并向社会公开道歉。目前，高新医院已对相关责任人作出处理：总经理范郁会被停职，门诊部、医务部相关责任人被免职。

 

After an investigation, city and provincial medical experts said the hospital has to take responsibility for the incident, Liu said at a news conference on Thursday.

 

The hospital was found to have problems, including inaccurate triage identification, untimely specialist intervention, inefficient process treatment and an insufficient emergency plan. 

 

Fan Yuhui, general manager of the hospital, has been suspended, and other people responsible have been removed from their positions, he said.

 

The Xi'an health commission will require the hospital to communicate with the patient and deal with post-operative rehabilitation, and compensation in a proper manner. The commission also instructed the hospital to apologize publicly and fix all loopholes to strengthen hospital management and optimize treatment process.

此前，西安高新医院近日发生一起孕妇流产事件，引起广泛关注，造成恶劣社会影响。1月5日，经陕西省、西安市卫生健康委员会组织专家进行调查，认定该事件是一起责任事故。

 

西安市卫生健康委员会责成西安高新医院主动与患者沟通，做好患者术后康复治疗、安抚补偿等工作；责成医院向社会公开道歉，积极反思和梳理工作流程中存在的隐患，要进一步加强医院管理，优化就诊流程。

 

西安高新医院已对相关责任人作出处理：西安高新医院总经理范郁会被停职，门诊部、医务部相关责任人被免职。

 

据悉，西安市纪委对落实省市有关疫情防控期间急救工作要求不到位、履职不力的西安急救中心党总支副书记、主任李强给予党内警告处分，对落实省市关于疫情防控期间特殊人群救治工作要求不到位的西安市卫生健康委员会主任刘顺智给予党内警告处分。
