细节曝光!美媒围观:把美国总统从华府送到基辅,总共分几步?

据新华社报道,美国总统拜登20日突然造访乌克兰首都基辅,与乌总统泽连斯基举行会谈,宣布美对乌价值5亿美元新的一揽子军事援助。

 

US President Joe Biden made an unannounced visit to Kyiv on Monday to meet with his Ukrainian counterpart, Volodymyr Zelensky. Biden announced an additional 500 U.S. million dollars in military aid for Ukraine.

据新华社援引乌克兰国家通讯社报道,拜登当天在与泽连斯基会谈后举行的联合记者会上宣布,美国及其西方盟友已向乌提供近700辆坦克、数以千计的装甲车、1000门火炮、200多万发炮弹、50多套远程火炮以及反舰和防空系统等武器和装备。

 

拜登同时宣布美国将向乌克兰提供包括海马斯多管火箭炮和“标枪”反坦克导弹系统弹药在内的价值5亿美元的新的一揽子军事援助。

 

据白宫记者团报道,此次军援的更多细节将于未来数天公布。

 

While speaking at a joint press conference with Zelensky, Biden said the new assistance package will consist of missiles for High Mobility Artillery Rocket Systems (HIMARS) and Javelin anti-tank missile systems, as well as more military equipment and weapons.

 

The United States and its allies have already committed nearly 700 tanks and thousands of armored vehicles and 1,000 artillery systems, among other aid to Ukraine, Biden said.

 

泽连斯基在联合记者会上说,俄乌冲突必须以乌克兰领土的完全恢复和签署对乌克兰的安全保障而结束。

 

For his part, Zelensky said the war must end with the full de-occupation of Ukrainian territories and security guarantees for Ukraine.

The brief visit also came at a time when more people in the United States and beyond are growing wary of the U.S. role in the year-long conflict. Hundreds of protesters on Sunday afternoon slammed the United States' role of "war machine" in overseas wars at a rally before the Lincoln Memorial in Washington, D.C.

 

Organizers said the anti-war rally was planned to protest against massive money being funneled into Ukraine, as well as the United States' role in the Russia-Ukraine military conflict. The protesters then marched to the White House after the rally, chanting slogans like "No NATO, no war."

 

此外,美国前总统特朗普则在一场活动中批评拜登去了乌克兰而没有去俄亥俄州。

美媒关注拜登行程:

保密,但提前通知俄罗斯

 

除了军事援助等内容,美媒还关注到拜登此行的突然性。

 

根据CNN的报道,拜登此次“历史性的”基辅之行前,有“数月的策划”以及“数日的保密工作”。

 

 

 

报道称,对白宫而言,拜登之行的保密性需要采取非一般的措施。在出发前数周,拜登及其最高助理等人不断否认出访乌克兰的可能性。一切努力只为了让拜登实现“突访”。

 

Keeping Biden’s plans secret required extraordinary measures on the part of the White House. In the weeks leading up to Biden’s travel, he and top aides repeatedly shot down the possibility of a trip to Ukraine. Every effort was made to maintain that position in the hour leading up to Biden’s surprise arrival in Kyiv.

 

部分原因也在于本次出访的性质。尽管白宫中了解计划的“小圈子”有信心促成此事,但现实是,把美国总统送到没有美军制空权的“战区”绝非易事。

 

That was in part due to the fluid nature of the trip itself. Even as the small circle of White House officials looped in on the planning grew confident it was an achievable undertaking, the realities of sending a president into a war zone where the US had no control over the air space were daunting.

The final decision was made in an Oval Office meeting on Friday evening, when Biden gave the final green light. Once the trip was on, US officials took steps to notify Moscow of their plans.

“We did notify the Russians that President Biden will be traveling to Kyiv,” Sullivan told reporters. “We did so some hours before his departure for deconfliction purposes.” He declined to specify the exact message or to whom it was delivered but said the heads-up was to avoid any miscalculation that could bring the two nuclear-armed nations into direct conflict.

In Washington, however, the secrecy had to be maintained to actually pull it all off. No notice was given to reporters on Sunday that Biden was no longer in Washington. The official White House schedule, released Sunday evening, still listed his departure for Poland at 7 p.m. ET on Monday. His top national security spokesman denied there was a possibility the president would visit Ukraine in an interview that aired Sunday morning.

Zelensky hails importance of Biden's visit to Kyiv. Zelensky said negotiations between his and US President Joe Biden’s teams in Kyiv were a major boost to his country. “This conversation brings us closer to victory,” Zelensky said, speaking alongside Biden on Monday. Biden spent more than five hours in Kyiv. He has crossed into Poland after surprise trip to Ukraine.

 

美国时间周一,在拜登结束乌克兰之行后,沙利文没有对“拜登是否对特勤人员或军事人员施压以确保访问成功”一事表态。

 

On Monday, after the trip concluded, national security adviser Jake Sullivan declined to say whether Biden had to overrule Secret Service or military officials in order to proceed with the trip.

 

据环球网援引俄新社2月21日报道,俄罗斯总统新闻秘书、克宫发言人佩斯科夫称,美国总统拜登访问基辅不会对俄罗斯国内局势产生影响。俄罗斯塔斯社则报道,有俄官员认为此举显示乌克兰政府为拜登“傀儡”,拜登的目的在于为选举造势。
